Wednesday, July 8, 2026. The position offers a flexible, hybrid work schedule following initial training.
- Assist the Accounting Manager and/or Associate Vice Chancellor of Finance in reviewing and amending departmental budgets.
- Interpret fiscal and general managerial policies, plan, organize, and perform budget analytics; communicate budget information and maintain effective working relationships.
- Process routine budget requests and questions, performing procedures such as journal entries, cash receipts, transfers, and budget revisions.
- Assist with year‑end close‑out, implementing guidance from the Office of the State Controller (OSC) on carry‑forward and close‑out procedures.
- Analyze budget reports, draft over‑budget notices, fund reconciliation notifications, and ad‑hoc reports for internal customers.
- Prepare analyses and responses to external requests for information (e.g., UNC System Office, Office of State Budget and Management).
- Maintain salary control in the Integrated Budget Information System (IBIS); ensure alignment with HR reporting.
- Review position budgets for availability, coordinate with management and OSBM for adjustments, and approve salary budget requests.
- Liaison between NCSSM and OSBM regarding position adjustments and creation.
- Two years of directly related work experience.
- Knowledge of OSHR policy and procedures, OSC Integrated HR Payroll System (Beacon), and North Carolina Financial System (NCFS).
- Proficiency with budget procedures, state and federal regulations, and operational policies.
- Strong analytical, problem‑solving, and consulting skills; ability to communicate clearly in written and oral form.
- Capacity to work independently and collaborate with internal and external stakeholders.
- Competitive salary range: $57,364 – $61,800.
