Specialized Recruiting Group is seeking a Grants Specialist for a full-time contract opportunity with the local government in Durham, NC.

As a Grants Specialist, your focus will be on providing fiscal and programmatic support and professional fiscal analysis for the government body's accounting, treasury, budget, and grants functions. Primary responsibilities will be to oversee the lifecycle of grant-funded projects, monitor financial deadlines, ensure timely and accurate reporting to funding agencies, provide technical assistance to grant applicants and recipients, and perform journey-level accounting and financial analysis requiring independent evaluation and the exercise of judgment.

This is a full-time position, 40 hours/week, Monday through Friday, 8:00 am to 5:00 pm, on-site in Durham, NC. This is also a contract position tied to grant funding, so there is no guarantee of extension beyond the next 5-11 months, but you will be eligible for consideration for other roles within the organization.

Our hiring range for this opening is $31.00 - $36.00 / hour, depending upon qualifications.

Responsibilities Include:
  • Perform journey-level accounting, financial analysis, and/or grant administration, including overseeing and correcting transactions, developing financial tools, and maintaining the general ledger.
  • Maintain and monitor financial portfolios, set up and manage accounts, and assist with identifying funding alternatives.
  • Prepare, review, maintain, and submit financial, analytical, and other reports, spreadsheets, records, files, and documentation; process invoices and other financial materials.
  • Maintain databases and online systems; research and analyze financial transactions, trends, cost, expenditure, and revenue, and make recommendations based on financial data.
  • Oversee the lifecycle of grant-funded projects and monitor financial deadlines.
  • Review and evaluate project performance to ensure compliance with applicable laws and regulations.
  • Ensure timely and accurate reporting to funding agencies, including preparing financial reports and program performance reports.
  • Provide technical assistance to grant applicants and recipients, including assisting with proposal development, budgeting, and reporting requirements.
  • Work with Finance and Budget staff to review reimbursement requests, track fund disbursement, and ensure accurate and timely recording of grant-related transactions in the financial system.
  • Coordinate with, and serve as a liaison to, contractors and government departments and external agencies; provide professional assistance and coordinate projects.
  • Train and monitor staff and contractors, and provide direction to lower level staff in the execution of operational tasks.
  • Assist with the development of operational policies and procedures and ensure quality control activities.
  • Support the Senior Grants Manager with project management and monitoring processes.
Desired Qualifications
  • Bachelor's degree in accounting, business or public administration, or a directly related field, and two years of experience in a related area such as fiscal management, grants management, finance, or budgeting.
  • 3-5 years of experience in grant management, project management, or a related field strongly preferred.
  • Working knowledge of specific funding sources, including the American Rescue Plan Act, Ameri Corps, WIOA, or a related field.
  • Strong financial analysis skills to analyze grant budgets and ensure compliance with financial regulations.
  • Experience with monitoring and evaluating grant-funded programs to ensure they meet program goals and objectives.
  • Ability to independently evaluate and analyze issues, select and apply criteria to resolve problems, and make recommendations.
  • Flexibility and adaptability to manage changing requirements, priorities, and deadlines.
