Job Title
Contracting Specialist & Procurement Analyst – GS‑1102 Contracting Series
Job DescriptionOperating as a contractor for the Department of the Interior National Park Service, this role blends the responsibilities of a Contracting Specialist and a Procurement Analyst. The incumbent supports NPS contracting officers in the pre‑award and post‑award administration of construction and architect–engineering contracts nationwide.
Responsibilities- Contracting Specialist
- Conduct acquisition planning and market research.
- Prepare and issue solicitations, requests for proposals/quotes and amendments.
- Participate in source‑selection activities, including technical and cost/price evaluations.
- Process contract award documents for contracting officer signature.
- Perform post‑award contract administration, processing modifications, evaluating contractor proposals for price adjustments, and ensuring compliance with labor regulations.
- Prepare contract closeout and termination documents.
- Procurement Analyst
- Organize virtual industry fairs focused on small‑business outreach.
- Create and update agency document templates in accordance with regulations and agency policies (market‑research reports, acquisition plans, source selections, etc.).
- Maintain SharePoint sites for documents, templates, and training materials.
- Develop standard operating procedures for chief‑of‑contracting review and approval.
- Organize and track training on procurement topics for contracting staff and CORs.
- Thorough knowledge of the Federal Acquisition Regulation (FAR).
- Thorough knowledge of FAR Part 36 and associated contract clauses.
- Ability to research and apply government regulations and agency policies to contracting situations.
- Capability to work remotely and complete assignments within specified time frames with minimal supervision.
- Bachelor’s degree; or
- 20 years of experience in federal government contracting; or
- 24 college semester hours in business subjects and a Federal Acquisition Certification in Contracting (FAC‑C – Professional) or Department of Defense DAWIA Certification in Contracting.
- Five (5) years in federal government contracting as a federal agency employee or a military service member.
- Five (5) years administering federal construction contracts under FAR Part 36 as a federal agency employee or a military service member.
- Three (3) years administering federal architect‑engineer services contracts under FAR Part 36 as a federal agency employee or a military service member.
- Ability to obtain HSPD
12‑PIV, ethical clearance, and any other required clearances. - Experience acceptable for the minimum requirements includes:
- Contracting officer/specialist/administrator in GS‑1102 or GS‑1105 as a federal government employee; or
- Full‑time federal contracting work equal to GS‑1102 duties performed by a private‑sector contractor supporting a federal agency; or
- Military commissioned, warrant, non‑commissioned, or petty officer in a contracting occupational specialty with required construction and architect‑engineering experience.
Eight hours per day between 6:00 AM and 6:00 PM Mountain Time, with core hours from 9:00 AM to 3:00 PM. This is a full‑time position requiring 40 hours per week.
