Hiring Range: $53,272 - $58,740/Annual Work Day/

Hours:

8:00am - 5:00pm If you're passionate about fostering communities where everyone has affordable, safe, and fair housing, and neighborhoods thrive, the City of Durham is excited to invite you to consider the role of Code Enforcement Officer I for the Housing and Neighborhood Services (HNS) Department.

This position will be nested within the Housing and Neighborhood Services – Code Enforcement Division. An ideal candidate will have experience in the field of property maintenance or case management.

About The Department

This is an exciting time for the Housing and Neighborhood Services Department. The City's Affordable Housing, Code Enforcement, and Human Relations teams were recently combined to create one department.

Collaboratively, the teams work together to execute the City Council's affordable housing and neighborhood services goals as we work together to build a Durham where everyone has affordable, safe, and fair housing. The department is committed to fostering an environment where everyone on the team is empowered to lead and achieve results consistent with the Council's goals and the department's work plan.

Duties/Responsibilities
  • Enforce City Ordinances:
    Conduct code enforcement inspections to ensure compliance with local codes and ordinances; investigate complaints, service requests, and potential violations.
  • Case Management:
    Document findings through written, photographic, and electronic records; prepare reports, case files, notices, and maintain accurate databases and tracking systems.
  • Collaborative Compliance:
    Monitor compliance progress and coordinate with residents, property owners, City departments, and external agencies to resolve violations.
  • Public Engagement:
    Respond to inquiries, provide public information, attend meetings, prepare notification letters, and testify in court as needed.

Knowledge of:

  • Current NC state building codes
  • Customer service principles, effective communication, and conflict resolution techniques.

Ability to:

  • Interpret ordinances pertaining to trash and debris, abandoned, hazardous and junked motor vehicles and high grass or weeds.
  • Organize, prioritize, and manage caseloads and timelines.
  • Establish and maintain working relationships with coworkers, employers/businesses, community partners and residents.
Minimum Qualifications & Experience
  • High School Diploma or equivalent (GED, HiSet, TASC)
  • Three years of related experience sufficient to understand the basic operational, technical or office processes involved in the assignment.
  • A valid North Carolina Class C Driver's license with a satisfactory driving record within 60 days of hire.
