SUMMARY OBJECTIVE:

This position is responsible for the overall management and administration of the Personal Property Division which includes Individual and Business - Personal Property, Compliance, Land Records and GIS.

This class works independently, under limited supervision, reporting major activities through periodic meetings with the Tax Administrator.

ESSENTIAL FUNCTIONS:

The essential functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the class as necessary.

* Plans, organizes, and directs the work of Durham County Personal Property Tax Assessment, Business Personal Property Audit Program, Land Records, Exemption and Exclusion Programs, billing and assessment of both real and individual personal property Divisions.

* Plans, directs, implements, and achieves strategic goals and objectives; ensures that division goals and objectives are aligned with the overall goals of the department.

* Coordinates, assigns and reviews work and establishes work schedules; maintains standards; monitors status of work in progress; inspects completed work assignments; answers questions; gives advice and direction as needed.

* Develops and implements a program for appraisal of inventories of business personal property, individual personal property, audit of business personal property, land use, exemption, exclusions, and ownership transfers.

* Assist with the General Reappraisal of real property and the development/maintenance of the schedule of values, standards and rules.

* Reviews legislative changes and court decisions in tax assessment, appraisal and related areas and recommends necessary adjustments and changes to methods and procedures.

* Advises and consults with the County Attorney regarding cases involving tax matters.

* Serves as Clerk to the Board of Equalization and Review in the absence of the Tax Administrator and represents the County on Appeals heard before the NC State Property Tax Commission.

* Coordinate with third party vendors to ensure that work is completed in accordance with contract.

* Prepares, coordinates, and oversees departmental budgets.

* Maintains records and reports accurately and completely.

* Authorizes or denies changes in valuation, releases, and correction of errors.

* Provide value estimates to the Deputy County Manager for the economic incentive program.

* Serves as a member of the County Valuation Budget Projection Team for projecting values for county budget.

* Performs related work as assigned.

KNOWLEDGE, SKILLS, AND ABILITIES:

* Knowledge of tax listing procedures and forms.

* Knowledge of the North Carolina Machinery Act and county tax policies as applicable to tax listing and assessment.

* Knowledge of policies, procedures, and practices used in appraising intangible personal property for tax purposes.

* Proficient use of the three appraisal approaches to value.

* Familiarity with computer assisted mass appraisal software.

* Ability to plan and conduct an effective tax listing, appraisal and assessment program.

* Ability to plan, organize and supervise the activities of the tax office.

* Ability to deal tactfully and courteously with the general public in adjusting complaints and explaining tax laws and policies.

* Ability to establish and maintain effective working relationships with other department heads and the Board of County Commissioners.

* Ability to perform physical inspections to collect relevant data.

MINIMUM

EDUCATION AND EXPERIENCE REQUIREMENTS:

* Bachelor's Degree in Accounting, Finance, Business or Public Administration or related field from an appropriately accredited college or university.

* Five (5) years of real or personal property appraisal or related experience.

* Five (5) years of supervisory experience.

SPECIAL CERTIFICATIONS AND LICENSES:

* Real Property Appraiser and Personal Property Appraiser certification from the North Carolina Department of Revenue.

* Must possess and maintain a valid state driver's license with an acceptable three-year driving history.
