This position assists the Division Right of Way agent in directing and coordinating highway right of way acquisitions and relocation assistance on all primary, secondary, urban and other force-account projects assigned to the Division. Supervise and provide technical assistance regarding negotiations, relocations, construction, policy and procedures to Division Right of Way staff as directed. Negotiate for highway right of way on unusual, difficult and complex claims within the Division and as needed based on workload.

Monitor and track schedules and workloads within Division to ensure timely training of new Right of Way agents and other personnel. Provide short form appraisals on designated right of way claims. Promote public relations and coordinate right of way acquisition activities with appropriate governmental and DOT agencies.

Must be able to communicate with employees and the general public. Assist in training of new employees. Assist in the supervision of office personnel. Thorough knowledge of programs, policies and procedures of other units within the Right of Way Branch, Division and Federal Highway Administration pertaining to right of way acquisition, removal of conflicts and federal participation in right of way costs.

Ability to effectively coordinate right of way acquisition work with private firms and oversee them for compliance to policy and contract specifications. Considerable knowledge of Federal and State highway policies and procedures pertaining to right of way acquisition, removal of conflicts and Federal participation in right of way costs. Knowledge of State laws pertaining to real estate conveyances, easements, contracts and eminent domain.

General knowledge of various appraisal methods. Skill in understanding highway plans and construction methods and ability to explain them orally and in writing to property owners. Have working knowledge of BSIP/SAP and PMII.Knowledge

/Management Preferences Salary Grade and Salary Range: NC16 $ 57,983 - $101,470

Management prefers applicants with the following:

Experience in negotiations and relocation which includes knowledge of the Uniform Relocation and Real Property Act as it relates to right of way relocations

Knowledge of plan reading and project management

Experience in preparing, and researching legal instruments & public records

Experience drafting deed descriptions and measuring right of way areas

Demonstrated ability to organize and maintain electronics files

Master's degree from an appropriately accredited institution and one year of experience in the development, appraisal or brokerage of commercial and/or industrial real estate; or Bachelor's degree from an appropriately accredited institution and three years of experience in the development, appraisal or brokerage of commercial and/or industrial real estate; or a an equivalent combination of training and  accordance with the Governor’s Executive Order 303 , our agency supports second-chance employment for individuals who were previously incarcerated or justice-involved.
