Emergency Management Specialist (S)

About NCEM:
The mission of North Carolina Emergency Management is to enhance North Carolina's resiliency through active collaboration, communication, and coordination of protection, prevention, mitigation, response and recovery measures.

About the Position:
This is a professional position that involves analytical work with the Division of Emergency Management for Individual Assistance Recovery Program. The selected candidate will be required to work on research and technical writing, to support grant management, training and writing program guidance. If selected, the employee will work directly with partner federal, state and local governments and non-traditional organizations in developing planning guidance.

The position is responsible for intake with survivors to identify unmet needs and link survivors to available resources as well as provide ongoing review of disaster recovery plan. The selected candidate will work under the administrative and technical supervision of a section manager or Assistant Director. If selected, the candidate is expected to work independently ensuring projects are complete within established objectives/deadlines, provide weekly activity reports, and complete other duties as assigned.

Salary Range: NC16 $ 57,983 -$101,470

This is a full time position (40 hours per week) with State Benefits.

The Minimum Education and Experience (E&E) is REQUIRED to qualify for this position. Management Preferences, including Knowledge, Skills, and Abilities (KSAs), are not required but may be used to determine the pool of most qualified applicants. Managers may also choose to interview/select applicants who demonstrate Management Preferences.

Work experience may include internships, volunteerism, and full and part-time work. Management Preferences:

  • Experience in coordinating intake with disaster survivors to identify unmet needs and referral to available resources.
  • Experience developing and maintaining housing resources.
  • Experience in research and technical writing relates to grants and/or housing resources.
  • Knowledge of federal, state, and/or local governments housing programs.
  • Experience with at least one of the following:
    Creating written program guidance, developing training, preparing activity reports.
