Description of WorkThe North Carolina Department of Health and Human Services (DHHS) is one of the largest, most complex agencies in the state, with approximately 18,000 employees. It is responsible for ensuring the health, safety and well‑being of all North Carolinians. The Division of Human Resources (DHR) is responsible for strategic and tactical human capital management within DHHS including compliance with all federal and state rules and regulations affecting employee relations, recruitment/ selection, job evaluation, salary administration, benefits, workers compensation, safety, and core staff development.
This position serves as an HR Business Partner (HRBP) for the Office of Rural Health; specifically, the Rural Health Transformation Project. This is part of the new initiative and is a Time‑Limited position. As part of the Division of Human Resources, this position functions as a Human Resources Business Partner (HRBP) for the Rural Health Transformation Project (RHTP).
Responsibilities will include providing strategic, consultative HR services to leadership, managers, and employees. The HRBP is an advisor and performance enabler who partners with business leaders to drive organizational effectiveness through people. As the first point of contact for complex human capital matters, the HRBP delivers high‑impact HR solutions aligned with organizational business purpose, strategy, and culture. The HRBP liaises with HR Operational Services (HR Op Services) to provide information/data supporting recommended HR actions within the organizational portfolio and responds to questions and information needs to resolve issues.
On occasion, the HRBP will perform operational actions to ensure the effective and efficient flow of all HR processes. The HRBP collaborates with the Center of Excellence (COE) to develop leading practices that can benefit the Rural Health Transformation Project. In addition, the HRBP actively engages with DHR leadership regarding RHTP initiatives and projects. The HRBP reports directly to the DHHS Deputy HR Director – Divisions This role engages in a full range of human resources services to include HR Consultation, Recruitment, Salary Administration, Performance Management, and Benefits Administration.
- Develops, evaluates, and implements plans and criteria for RHTP projects and activities
- Identifies, establishes, and tracks HR metrics that reflect data driven, comprehensive method for evaluating program effectiveness, as well as the competency gaps within of the organization.
- Provides reports of data and analysis to management to facilitate strategic decisions regarding human capital management and staffing trends.
- Advocates internal policy/procedure revisions.
- Negotiates policy exception requests and develop supporting documentation.
