The Knowledge Management Specialist collaborates with subject matter experts, software developers, and project management to develop, produce, and communicate presentation materials. Emphasis is on the SEIMS Legacy and Modernization initiative, supporting legislative changes and ongoing business operations services. Responsibilities include producing manuals, job aids, standard operating procedures, demonstrations, and other learning objects, as well as documenting and standardizing internal processes.

• Documentation Creation: Create or modify document templates; use templates to finalize job aids, user guides, SOPs, and other written materials; enforce documentation formatting; manage a central repository; develop a knowledge base for county user resources.
• Training Consultation, Creation, and Facilitation: Conduct training needs analyses; collaborate with subject experts to develop and update training materials; deliver training to county board directors and staff using PowerPoint, Articulate, and Adobe Creative Cloud; ensure alignment of materials with the elections certification program; advocate for adult learning best practices.
• Business Analysis: Ensure proposed solutions meet business needs; participate in brainstorming sessions to understand current processes and future needs; gather requirements for system specifications; support project management with scheduling, tracking, resource allocation, and risk mitigation to ensure on‑time project completion.

Recruitment Range: $64,621 - $85,000 (time‑limited position subject to special appropriated funding). Continuation will be reviewed at the end of each fiscal year and is dependent on fund availability.

• Bachelor's degree with five (5) years of progressive experience related to the assignment area, or an equivalent combination of education and experience.
• Experience gathering and documenting system requirements.
• Experience leading project coordination for software modernization.
• Experience leading training initiatives related to software modernization.
• Knowledge in elections administration.
• Excellent project management and organizational skills.
• Strong written and oral communication, including the ability to convey technical information to non‑technical stakeholders.
• Proficiency with Microsoft PowerPoint, Adobe Creative Cloud products, and Articulate platforms.
• Ability to prioritize and manage multiple simultaneous deadlines.
