IT Project Manager, Systems Analyst

The North Carolina Department of Health and Human Services requires an expert Epic Clinical Project Manager to oversee the planning and implementation of an electronic health records (EHR) project for the Division of State Operated Healthcare Facilities, transitioning from legacy and siloed clinical applications. The role works with other EHR project managers, executive leadership, internal and external stakeholders, and selected vendors to analyze, plan, and implement the clinical components required for an Epic EHR system.
It involves collaborating with senior business executives, IT management, business program resources, and vendor staff to define and execute requirements and manage stakeholder expectations. The Project Manager manages day‑to‑day activities for the assigned portion of the project and contributes inputs to overall EHR program reporting and the State’s project portfolio tool (MS Project Server).
- Maintain scope, schedule, and quality for the clinical EHR build team. Modules in scope include: IP Clin Doc (with Secure Chat & Rover), IP Clinical Case Management, Orders, Behavioral Health, Long‑Term Care, Willow IP & Amb, Inventory, Ambulatory & Epic Care Link, Wisdom, MyChart, Healthy Planet, and Bugsy.
- Set clear expectations for team members and define tasks for each phase of the project.
- Work closely with the EHR Program Director and other managers to coordinate activities.
- Ensure business community engagement and coach team members on project issues, success factors, and lessons learned.
- Communicate the benefits of innovation and system capabilities, reinforce project importance with executives, and maintain consistent communication with the team.
- Organize resources, motivate the team, match skills to responsibilities, and manage project details while attending to operational tasks.
- Act as a support contact for revenue cycle, identify and troubleshoot issues, and guide workflow design, system build, testing, and technical issue resolution with Epic software.
- Serve as a liaison between organizational needs and Epic implementation staff; maintain regular communication with Epic representatives and participate in weekly project meetings.
- Work with Epic representatives, business community, and end users to ensure the system meets business needs, deliverables, and timelines.
- Develop operational workflow direction, participate in training, report status to leadership, hold weekly communications with team members about deliverables, budget, and milestones, and address end‑user concerns.
- Develop and maintain required State CIO and DHHS PMO documentation in coordination with other EHR PMO resources.
- Certified by Epic in at least one Clinical Inpatient or Ambulatory application.
- 5+ years experience on IT projects delivering or enhancing EHR clinical applications.
- 5+ years experience on clinical healthcare IT projects.
- Ability to create complex project plans, timelines, and work breakdown structures using Microsoft Project.
- Strong work ethic, fast pace, and ability to meet aggressive mandated timelines.
- Strategic planning skills and roadmap development.
- Capability to lead effective project meetings tailored to the audience.
- Negotiation, written and oral communication, and problem‑solving skills.
- Ability to write and present effective project materials, presentations, and status reports.
- Ability to work effectively with all levels of staff, clients, and vendors.
- Proven experience collaborating with business/program partners.
- Ability to identify and resolve system or business process/project issues.
- Ability to build, influence, lead, and motivate effective teams toward end results.
- Flexibility, adaptability, and ability to work in a high‑demand dynamic environment.
- Strong analytical skills.
- 5+ years managing or supervising legacy system replacement projects.
- 5+ years experience planning and managing data conversion activities.
- 7+ years experience building rollout plans.
- Epic clinical EHR experience (Highly desired, 5+ years).
- PMP certification (Highly desired, 7+ years).
- State Government experience (Desired, 3+ years).
- 5+ years ability to assist the state in identifying areas where clinical workflows could be improved.
