Occupational Summary

Reporting to the Senior Director Supply Chain IT Sourcing, the IT Sourcing Manager leads long‑term planning, strategy development, and continuous improvement for assigned IT spend categories. The role develops and implements IT sourcing strategies to achieve high quality, reduced cost, and simplified procurement for Duke University and Duke Health System.

Responsibilities
  • Lead cross‑functional sourcing activities for assigned categories.
  • Serve as an IT category manager, planning and executing spend reduction models for key IT investments.
  • Analyze IT commodities (software, SaaS, IaaS, PaaS, equipment, hardware, professional services) and provide strategic recommendations.
  • Oversee RFI/RFP processes, evaluate market research, and support stakeholders during formal and informal solicitations.
  • Negotiate complex licensing models, pricing, SLAs, and maintenance agreements with vendors.
  • Develop sourcing plans, benchmark suppliers, and deliver improvements in quality, value, price, and service.
  • Analyze business processes for efficiency gains and cost‑reduction opportunities.
  • Maintain current knowledge of IT policies, procedures, hardware, software, and services.
  • Build relationships with stakeholders to drive business outcomes.
  • Monitor supplier metrics and conduct performance reviews of IT projects.
  • Collaborate with legal, risk, security, and finance to ensure contractual compliance and favorable terms.
  • Manage redline reviews of IT agreements to include relevant Duke standard terms.
  • Supervise, hire, and conduct performance reviews for sourcing analysts.
  • Survey customers and benchmark peer institutions for process improvements.
  • Manage the budget for team activities.
Education & Experience

Bachelor’s degree in Business Administration, Accounting, or a related field. Five years of progressively responsible contract administration/procurement experience, or equivalent education and experience.

Skills
  • Sound understanding of computer hardware and software.
  • Strong consultative, analytical, and problem‑solving skills.
  • Proficiency in quantitative analysis.
  • Project management and process‑improvement capabilities.
  • Effective evaluation of information/data to drive decisions.
  • Ability to develop plans, resolve issues, and create strategic solutions.

Anticipated Pay Range

Annual base salary range: USD $62,694.00 to USD $. Compensation analysis considers scope, responsibilities, experience, education, internal equity, market, and organizational factors.
