Role
:
Engineering support, inspection, and professional civil engineering review on storm water matters for development projects in the Stormwater Development Review Group for the Planning and Development Department. The incumbent serves as a second level or higher supervisor with middle management responsibilities, making interpretive decisions on behalf of the organization regarding how to achieve goals within technology and resource constraints.

Supervision includes engineers and technical staff on large, complex, city‑wide projects and/or as a second‑level unit supervisor over other professional staff.

Responsibilities
  • Supervise and manage engineers and technical staff for large, complex, politically sensitive, multi‑million dollar, high‑visibility, and/or city‑wide projects; may serve as a second‑level unit supervisor over other professional staff.
  • Manage department and project operations to ensure compliance with goals, regulations, policies, and procedures; develop and communicate policies, programs, and initiatives; allocate resources; develop contracts, schedules, and budgets; issue requests for qualifications and select contractors; manage project staffing; serve as primary technical advisor and troubleshoot complex issues; assess needs and prioritize projects.
  • Coordinate with City departments and external agencies; attend public meetings (e.g., Development Review Board, City Council) and represent the department; provide professional and technical assistance to resolve problems, make policy decisions, and facilitate operations.
  • Oversee development of design and technical specifications, construction and development plan reviews and inspections; approve infrastructure acceptance and project closeouts; review plans and technical documents for accuracy and regulatory compliance.
  • Oversee preparation and review of complex technical reports, plans, contracts, bid documents, ordinances, and other documentation; review, analyze, evaluate information; develop and implement recommendations.
  • Prepare and manage department and project budgets; monitor expenditures, forecast needs, prepare cost estimates, identify funding sources, and approve payments and purchase orders.
  • Oversee pre‑bid, bidding, and City Council agenda preparation; monitor staff work to meet deadlines and ensure compliance with laws and policies.
  • Supervise professional, paraprofessional, and support staff; conduct performance evaluations, coordinate training, and implement hiring, discipline, and termination procedures.
Minimum Qualifications & Experience
  • Bachelor’s degree in engineering or a directly related field.
  • Six years of professional engineering and/or construction/project management experience.
  • Two years of supervisory experience.
  • North Carolina Professional Engineering (PE) Registration.
  • A valid North Carolina Class C Driver’s License with a satisfactory driving record.
