If you're passionate about fostering communities where everyone has affordable housing, and neighborhoods thrive, the City of Durham is excited to invite you to consider the role of Assistant Director of Affordable Housing for the Housing and Neighborhood Services (HNS) Department.
The Assistant Director of Affordable Housing is an Executive Leadership position within the department focused on advancing our mission of creating affordable housing and strengthening neighborhoods. The ideal candidate will bring experience in team leadership, familiarity with affordable housing and community development, and commitment to public service.
This is an exciting time for the Housing and Neighborhood Services Department. The City’s Affordable Housing, Code Enforcement, and Human Relations teams were recently combined to create one department. Collaboratively, the teams work together to execute the City Council's affordable housing and neighborhood services goals. The department is committed to fostering an environment where everyone on the team is empowered to lead and achieve results consistent with the Council's goals and the department's work plan.
DepartmentExecutive Leadership
Serves as a member of the HNS Executive Leadership team, which includes three Assistant Director positions and the Department Director, who collaboratively provide strategic direction and leadership to the HNS department, consistent with direction from the City Manager’s Office and Council.
Strategic Leadership of Affordable Housing WorkAssists in directing the development and implementation of the City’s affordable housing work, including funding, development and preservation programs, and policy efforts.
Performance Management SystemsLeads a team in monitoring and reporting progress for the affordable housing components of the department’s performance management systems, including work plans, learning and development plans, and performance measures.
PersonnelDirects personnel functions, including supervising the Affordable Housing team, conducting employee performance evaluations, supporting department recruitment efforts; and participating in the hiring process and onboarding for new employee.
Performs other duties as required, including serving in an acting capacity as Department Director in their absence.
Supervisory ResponsibilityThis position supervises and monitors performance for a regular group of employees or department.
Knowledge of- Affordable housing tools and strategies
- Development finance, including the Low-Income Housing Tax Credit (LIHTC)
- Relevant federal, state, and local ordinances, policies, and procedures, including HUD guidelines for affordable housing and community development
- Management and supervisory principles and practices
- Budgeting and financial management
- Performance management
- Organize, prioritize, and manage workload and timelines for self and others
- Supervise, train, and evaluate assigned staff
- Communicate clearly and concisely, both orally and in writing
- Establish and maintain effective working relationships with coworkers, residents, vendors, and community partners
- Model behaviors that are consistent with the City’s values
- Bachelor’s degree in public administration or a directly related field.
- Nine years of progressively responsible related experience.
- Professional experience must includes significant management and supervisory experience.
- Work is performed in an indoor office environment, with occasional local travel to external organizations and locations.
- Sedentary work involves sitting much of the time.
- Walking and standing are required occasionally. Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Requires occasional reaching, standing, walking, fingering, grasping, feeling, talking, hearing, seeing and repetitive motions.
