Devoted to providing management analysis and oversight; departmental budget and personnel management; program administration and oversight. Incumbent supervises the business services function in the Underutilized Business Compliance (UBC) division within the Finance department. Position reports to the Finance Deputy Director. Work includes supervising two or more professional level employees. Decision-making includes providing input into management objectives, establishing work goals and objectives for the UBC division to carry out management direction, and selecting the methods to address problems or issues.

Work includes general management oversight for minority contract administration, financial reporting, personnel, goal setting and program administration functions for the Equal Business Opportunity Program (EBOP) and the Small Local Business Enterprise (SLBE) programs.

Responsible for supervising staff; preparing, reviewing, monitoring and adjusting a division’s budget; overseeing and/or reporting processes; preparing and reviewing bids, requests for proposals and contracts; supervising information technology issues at the division level; reviewing and approving expenditures; researching and preparing financial reports; supervising marketing and public affairs functions, representing and planning City-wide activities such as MED Week and other community engagements;

developing and implementing policies and procedures; developing and providing training; and assisting with and/or leading strategic planning and/or performance measures for the division.

  • Provides general management oversight of financial, contract administration, performance, personnel, or program administration functions; develops, updates, evaluates, and implements programs, projects, plans, policies, and procedures; recruits, hires, supervises and evaluates staff; develops and coordinates training; assists with and/or leads strategic planning and/or performance measurement processes; and ensures compliance with contracts, bids, request for proposals, and applicable regulations, policies, and procedures.
  • Supervises and coordinates the UBC division’s business operations including information technology, public affairs, marketing, outreach, finance and budgeting;evaluates and approves changes and updates made to division technology systems; and oversees the development of correspondence and promotional materials.
  • Coordinates the preparation of and/or prepares, reviews, maintains and submits legal, financial, technical, and other complex, special, and general reports, plans, bid documents, contracts, applications, claims, memorandums, and other documents; oversees the maintenance of databases and online systems; researches, compiles, reconciles, and analyzes information; develops findings and makes related recommendations; reviews work and work of others for accuracy, completeness, and compliance with applicable specifications, requirements, regulations, policies, and procedures.
  • Collaborates with City management and departments, vendors and/or external agencies; convenes, facilitates, and attends city council meetings and conferences; provides subject-matter expertise and consulting; investigates and resolves complex and high-visibility issues; and represents the department for citywide outreach activities and projects.
