Senior IT Project Manager

Job Summary:

The Senior IT Project Manager - Expert is responsible for leading complex, high-impact technical projects focused on enhancing care management data exchange processes via NC Health Connex. This role supports NC Medicaid's quality and population health efforts by managing vendor implementations and collaborating with multiple stakeholders across state agencies and internal divisions. The position requires extensive experience in healthcare claims, project management methodologies, and stakeholder engagement to ensure successful delivery of federally funded initiatives.

• Lead technical projects related to care management data exchange improvements through NC Health Connex.
• Manage assigned HMS work streams and oversee technical implementation vendors in collaboration with NC Medicaid.
• Engage with multiple payers to support the exchange of claims and supplementary healthcare information.
• Develop and maintain integrated project plans covering scope, schedule, requirements, risks, communications, and change control.
• Provide regular project reporting including progress updates, risk assessments, blockers, and decision tracking for stakeholders.
• Collaborate closely with internal divisions, vendors, and external state agencies to ensure project alignment and compliance.

• Minimum 7 years of experience utilizing healthcare claims expertise to clarify requirements and evaluate technical impacts.
• At least 7 years of project management experience overseeing vendor implementation projects and ensuring contractual compliance.
• Minimum 5 years of experience developing integrated project plans and managing project scope, schedule, and risks.
• At least 3 years of experience providing regular project reporting to stakeholders.
• Strong knowledge of recognized project management methodologies.
• Proven ability to manage complex systems and claims exchange processes.

• Experience working within federally funded healthcare programs and Advance Planning Documents (APDs).
• Familiarity with NC Health Connex and NC Medicaid systems and processes.
• Advanced stakeholder management and vendor oversight skills.

• Absences greater than two weeks require prior approval and must provide reachable contact information.
• Compliance with contractual and compensation laws including adherence to hourly rate caps and overtime regulations.
• Candidate must agree to non-outsourcing of work to other countries without notification.
• Candidate must be available for the full duration of the assignment and maintain employee status transparency.
