Position Overview
Parking Enforcement Officer at North Carolina Central University (NCCU), Durham, NC. The primary purpose of the position is to ensure drivers comply with parking laws and ordinances and issue warnings/citations for violations. Officers also assist with athletic events, student/special events, meter collection, and may support campus police during accidents/road closures.
Key Responsibilities and Related CompetenciesTechnical Duties:
- Read and understand parking and transportation rules and regulations.
- Understand basic protective and security practices.
- Assist in emergency response.
- Operate all equipment needed for the job and report issues promptly.
- Maintain records, including logs of enforcement activities and contested citations.
- Use handheld ticket writers to issue citations, take photos of vehicle plates, the entire windshield, and ticket placement.
- Have thorough knowledge of the assigned area’s operations and infrastructure.
Communication Duties:
- Negotiate and resolve conflicts.
- Provide customer service to students, faculty, staff, and visitors about parking rules.
- Transmit radio messages using established protocols.
- Write citations and reports as needed.
- Coordinate with other university and auxiliary personnel regarding incidents or emergencies.
Security, Patrol, & Enforcement Duties:
- Patrol an assigned area by vehicle or on foot.
- Monitor environmental conditions for hazards.
- Issue citations and provide motorist assistance.
- Support special events, road closures, and barricade set‑up.
- Assist emergency response personnel.
Decision Making Duties:
- Analyze situations to make quick, sound decisions.
- Recognize critical incidents.
- Initiate action based on knowledge of operating procedures.
- Perform simple vehicle checks and report mechanical problems.
- Report hazardous conditions requiring repair or replacement.
The successful candidate must possess:
- Working knowledge of computers and handheld devices.
- Understanding of parking and transportation rules.
- Negotiation and conflict resolution skills.
- Ability to transmit radio messages.
- Ability to issue citations and assist with emergency response.
- Ability to control and direct traffic.
- Ability to set up barricades and provide motorist assistance.
- Ability to work independently with little supervision.
- Initiative to see projects through to completion.
- Strong analytical, organizational, writing, proofing, and oral communication skills.
- Strong interpersonal skills for high‑pressure environments.
High school diploma or equivalency and demonstrated possession of the necessary competencies.
Some positions may require a valid NC driver’s license.
