Human Services Caseworker

Overview

The New Hanover County Department of Social Services seeks experienced, detail‑oriented, customer‑friendly professionals to assist citizens in need of economic assistance as a Human Services Caseworker. Caseworkers interview clients and collateral contacts using complex automated systems, explain the requirements and benefits of Medicaid programs, Food and Nutrition Services, Child Care subsidy, Work First Family Assistance, Long Term Care and the Federal Marketplace, and determine eligibility or re‑eligibility for these programs.

Program

Areas
  • Zone 1:
    Food and Nutrition Services, Family and Children’s Medicaid, Adult Medicaid, Work First – Family Assistance, Daycare Services, and the Customer Experience Team (CET) which assists in multiple programs.
  • Zone 3:
    Long Term Care Unit.
Responsibilities
  • Interview clients and collateral contacts using automated systems.
  • Explain and recommend programs to clients.
  • Refer clients to other appropriate agencies or community programs.
  • Verify information, process applications, and compile and enter data into the NC Fast system.
  • Document findings and case status.
  • Maintain required documentation and certifications within the first 90 days of employment.
  • Participate in a 6‑month introductory period for telework eligibility.
Qualifications

Knowledge, skills, education, and experience sufficient to thoroughly understand the functions of the role and perform the essential duties, including using a computer for researching, searching, and entering data. Minimum educational requirement:
High School Diploma or GED.

Minimum experience:

two years of related customer service experience in a high‑public‑contact setting.

  • Previous experience as an Income Maintenance, Economic Services, or Universal Caseworker.
  • Experience interviewing clients or families.
  • Excellent computer skills sufficient to use NC FAST, the online case management system, and other search engines and software.
  • Ability to utilize complex automated systems and knowledge of policies and procedures related to eligibility, determination, and re‑determination.
  • Priority consideration for completion of the Social Services Case Worker Workforce Readiness program through Cape Fear Community College.
Bilingual Eligibility

Bilingual candidates are eligible for a 5% differential when performing Spanish language interpretation during the course of work.

Hours and Salary

8:00 AM – 5:00 PM, Monday – Friday. This is a rotating schedule; certain Tuesdays will be 9:00 AM – 6:00 PM. Must be available for emergency work assignments during emergencies.

Salary Information:

  • Zone 1:
    Hiring range begins at $44,152.
  • Zone 3 (Long Term Care):
    Hiring range begins at $46,841.

Salary is determined based on qualifications, internal equity, budget, and market considerations.

Telework

Casework positions may offer full or partial telework once an employee has completed a 6‑month introductory period in office. Telework availability is considered based on performance and office attendance record.
