Responsibilities
  • Plan, organize, and supervise inspection work to ensure enforcement and compliance with federal, state, and local codes, laws, zoning and other bylaws and all applicable regulations; oversee issuance of required permits for building or structure construction and/or renovation plans and zoning ordinance compliance. Conduct periodic inspections, maintain records, and issue Certificates of Inspection for existing buildings as required by statute, including places of assembly such as nightclubs, restaurants, meeting halls, churches, schools, and for institutional uses such as hospitals, nursing homes, jails, and prisons, and for residential uses such as hotels, lodging houses, limited group residences and all multifamily structures.

    Provide responsive service on all complaints of property owners, tenants and others; investigate alleged violations and take action if necessary.
  • Under administrative direction of the Town Manager, in accordance with applicable provisions of Massachusetts General Laws and local bylaws; work independently from municipal policies and objectives; consult with the Town Manager when clarification of operating policies is needed or where clarification, interpretation, or exceptions to municipal policy may be required.
  • Assume direct accountability for performance standards for departmental results; establish short‑range plans and objectives; exercise control in the development of departmental policies, goals, objectives and budgets; and resolve all conflicts that arise, coordinating with others as necessary. Perform varied and responsible functions of a technical nature regarding considerable independent judgment in the application, interpretation and enforcement of building codes, zoning bylaws and other applicable regulations.
  • Account for program objectives, determine work operations, estimate and allocate financial and staff resources required; prepare and administer an operating budget; assist or oversee the personnel function, including recommending hiring, training, and disciplining of employees. Provide direct supervision over full‑time and part‑time employees who work at the same location and work schedule, with a reasonably stable number of employees.
  • Maintain confidentiality of information in accordance with the State Public Records law, including official personnel files, department and client records, and lawsuits, as well as public safety, personnel, and administrative information.
  • Recognize accountability for errors, missed deadlines, or poor judgment that may lead to adverse public relations, personal injury, danger to public safety, legal repercussions, program jeopardy, lower standards of service, sub‑standard construction, monetary losses, damage to buildings and equipment, and delayed service delivery.
  • Exert sound judgment in examining, analyzing, evaluating facts, and determining appropriate actions within the limits of standard or accepted practices, while weighing efficiency and priorities in decision making.
  • Apply a practical application of a variety of concepts, practices and specialized techniques related to a professional or technical field; evaluate unusual circumstances; inspect, test or evaluate compliance with established standards or criteria; gather, analyze and evaluate facts or data using specialized fact‑finding techniques; designate methods to accomplish work.
  • Maintain relationships with co‑workers, the public, groups, professional organizations, and the media. Act as a spokesperson or recognized authority of the organization in matters of importance. Communicate departmental practices, procedures, regulations, or guidelines; negotiate and achieve compromise to secure support and compliance; and provide courtesy, tact, and diplomacy in resolving complaints and concerns of the public.
