Assist the Harbormaster, Executive Officer in daily marine or shoreline-based operations. Assistant Harbormaster training should be maintained in applicable federal, state and local laws, bylaws, regulations, shellfish law enforcement and management, marine law enforcement, harbor management, search and rescue, first aid certification.

Reports directly to the Harbormaster under the oversight of the Executive Officer / Assistant Harbormaster I.

Accesses department-wide confidential information. Must maintain confidentiality in accordance with Departmental Policy and Public Records Act. Errors may result in adverse customer relations, damage to equipment, legal repercussions, monetary loss, and risks to program integrity.

Extensive judgment required to develop or adapt methods within guidelines and policies for accomplishing objectives or handling unusual requirements.

Interacts constantly with co‑workers, the public, civic leaders, professional organizations, and news media. Responsible for spokesperson duties and communication of departmental practices, procedures, regulations, or guidelines. Excellent communication and customer service skills required.

• Assist the Harbormaster and Executive Officer with tasks and mandates.
• Work outside normal business hours, nights, weekends, and holidays.
• Aid mariners and vessels in distress and perform boat recoveries.
• Safeguard harbor and anchorages; assist with ATONs, PTONs, and safety buoy maintenance.
• Patrol harbors, town pier, floats, docks, marinas, waterways, town landings, shoreline enforcing state and local laws, codes, ordinances, and regulations concerning marine traffic, shellfish, and public safety.
• Enforce state and local laws, rules, and regulations.
• Assist in marine search and rescue assignments.
• Co‑ordinate search and rescue operations along Duxbury shoreline as directed.
• Respond to emergencies and operate with additional emergency responders.
• Assist with Clean Vessel Act operations.
• Assist in maritime-based special events and/or evacuations as directed.
• Assist with transient/guest mooring assignments and paperwork.
• Answer public inquiries, provide information, and handle difficult customer service requests.
• Perform related duties as required.

Work performed under varying conditions: office, boat, vehicle, shoreline, and coastal areas. Frequent patrol outdoors with exposure to extreme weather in secluded areas. May require weekend or holiday work and evenings.

Operates standard office and computer equipment, motor vehicles, marine units, pumps, navigational equipment, emergency medical/rescue equipment, and two‑way radios.

Frequent contact with other town departments, boating public, fishing community, Coast Guard, and other agencies. Requires significant resourcefulness and persuasive influence.

Errors may result in liability exposure, boat/equipment damage, monetary loss, adverse public relations, reduced services, and potential loss of life.

• High school education or equivalent.
• Interest or study in criminal justice, biological sciences, marine sciences, or environmental sciences/protection.
• Effective communication skills with coworkers, public, and government agencies.
• Experience handling small boats.
• Ability to attend and complete trainings and meetings provided by Harbormaster Department and related agencies.

• Valid Massachusetts motor‑vehicle operator’s license.
