the dakota county community development agency (cda) is seeking a resident services specialist to support property operations and resident engagement. This role manages resident communications, assists with leasing and move‑ins, handles compliance and accommodation requests, coordinates inspections and maintenance, and assists with community programs. The ideal candidate is organized, detail‑oriented, tech‑savvy, and professional, representing the cda positively while building strong relationships with residents, vendors, and staff.

hiring range: $28.17 - $35.22 per hour (doq)

work hours & location: monday - friday flexible schedule (start time between 7:00 - 9:00 a.m.) with the ability to work up to two days remote upon completion of probation.
the dakota county cda is a leader in affordable housing and community development programs. The agency owns and manages over 2,900 units of affordable housing located throughout the county and additionally administers the fourth largest housing choice voucher (rent assistance) program in the state. There are six departments at the cda: administration, community & economic development, finance, housing assistance, housing development and property management.

- assist with creating and organizing resident communications - including required notices, memos, and program materials - to ensure residents receive timely information.
- data entry in property management software and spreadsheets.
- evaluate requests for reasonable accommodation; send and track medical certification-of-need forms; document follow‑up attempts; and prepare complete case files for the resident services manager's final review and determination.
- manage annual animal updates by issuing lease addendums and verifying that all required documentation is complete, accurate, and current.
- serves as the primary point of contact for all vawa claims, gathering and documenting initial information; issues vawa claim letters and tracks deadlines, conducting follow‑up outreach as due dates approach; collects and organizes all submitted documentation; and provides completed vawa claim files to the resident service manager for final review and determination.
- assist with managing utility deactivation process, ensuring that utilities are placed back in resident's name by communicating with utility companies.
- monitor and review surveillance footage at the manager's request to identify and document resident non‑compliance or property-related issues.
- assist in conducting unit showings, including coordinating appointments, and communicating key leasing details to prospective residents. Communicating with property manager visible deficiencies.
- support the move‑in orientation process for senior and workforce housing by organizing presentation materials, coordinating logistics, assisting staff in presenting key community policies and resources, and ensuring all lease paperwork is explained, understood, and signed by new residents.
- assist with yardi initiatives under the direction of the resident services manager, maintaining resident and property records, performing data entry, generating reports, and supporting efficient system operations.
- serve as a liaison for portfolio‑wide social committee activities, facilitating communication and coordination across properties.
