The Impact You Will Have

Blue Cross and Blue Shield of Minnesota is looking for a Systems Engineer - Jira Administrator to join our team! As a System Engineer - Jira Administrator, you will be responsible for administering, standardizing, and evolving Jira Cloud across multiple business entities, ensuring consistency, scalability, and effective integration with enterprise systems. This role partners closely with Scrum Masters, engineering teams, and business stakeholders to support Agile delivery, manage enhancement requests, and implement governance and best practices for Jira usage across the organization.

The role will focus on aligning configurations, access provisioning, and project standards across multiple environments. The Jira Administrator will manage a high volume of enhancement and integration requests, test and evaluate new Jira features and marketplace plugins, and ensure solutions meet business needs without disrupting production environments.

The role requires strong collaboration with internal teams, vendors, and Jira‑savvy colleagues, as well as the ability to think strategically—balancing individual team needs with enterprise‑wide standards. A key objective will be establishing Jira governance and developing standard operating procedures (SOPs) to formalize how, when, and why Jira configurations and changes are made.

  • Conduct detailed analysis and study of customer requirements for new or existing projects to determine feasibility, cost and time required, and compatibility with current systems and hardware capabilities.
  • Develop and document the framework for integration and implementation for changes to technical standards.
  • Develop moderate to complex infrastructure interactions to ensure the security, stability, recoverability, and access to systems and information.
  • Participate in cross‑functional initiatives on the development and implementation of enterprise‑wide major installations, upgrades and process changes.
  • Facilitate knowledge sharing by creating and maintaining detailed, comprehensive documentation and diagrams.
  • Provide technical guidance to others as appropriate.
  • Track industry trends and maintain knowledge of new technologies to better serve the enterprise architecture needs.
  • Perform systems support activities and may include required participation in an on‑call rotation for support of systems outside of normal business hours.
  • Participate in structured cross‑functional processes including architecture, change, risk, resiliency, incident, problem, CMDB, and asset management.
Required Skills And Experience
  • 3+ years of related professional experience. All relevant experience including work, education, transferable skills, and military experience will be considered.
  • Cloud Service Provider Certification (e.g., AWS Cloud Practitioner, Azure Fundamentals, etc.) – required within 1 year of employment.
  • Demonstrated knowledge of infrastructure design, implementation, administration, planning, developing, and technical, business, and industry perspectives.
  • Strong oral and written communication and presentation skills.
  • Strong human relations skills to effectively interact with leadership and management, peers, business partners and vendors.
  • Skilled at systems, creative, critical and analytical thinking, decision making and problem solving.
  • Demonstrated understanding of the standards and deliverables to ensure integrity of the systems engineering process.
  • Knowledge of internal area applications.
  • Demonstrated skills at hands‑on communication, collaboration and leadership.
  • Skilled at influencing and motivating individuals and teams.
