Stormwater Compliance Officer

GENERAL PURPOSE

Performs a variety of technical duties as needed to assure compliance with city codes, ordinances, regulations and other legal issues related to Blasting, Mining, SWPPP.

Works under the general supervision of the Stormwater Manager.

• Compliance Enforcement:
  Receives daily complaints from citizens regarding alleged blasting, mining, and SWPPP violations of city ordinances, codes, regulations; determines nature of the allegation and informs callers of possible investigation schedule.
• Monitors Blasting Operations:
  Post–Blast Reports; air quality monitoring and other monitoring results; list of fees charged and received; levy fines for non‑compliance (including shutting projects down).
• Monitor Mining Activity:
  Long haul tickets, dust control monitoring, on‑site safety conditions monitoring (neighborhood/infrastructure – not MSHA), compliance with all state and municipal codes, permitting compliance, reclamation verification (post‑completion), levy fines for non‑compliance.
• Assure SWPPP Construction Compliance:
  Code compliance – dirt on roads/unprotected storm drains/etc., pre‑SWPPP inspections, permitting compliance, pre‑construction meeting attendance, on‑site dust monitoring, levy fines for non‑compliance.
• Assist City Neighborhood Improvement Officers with code compliance as needed and as time permits.
• Advise property owners, builders, contractors, architects, or developers as needed to apprise appropriate parties of concerns and potential violations; search tax records; obtain facts necessary to determine proper course of actions; coordinate and monitor solutions.
• Coordinate code enforcement activities with other city departments as necessary; work closely with Engineering Department regarding interpretations and enforcement of codes.
• Conduct regular review of codes, ordinances and regulations; receive legal interpretations as needed to direct enforcement of compliance; make recommendations related to practical application of codes and ordinances; assist in adapting, modifying or rewriting codes as needed.
• Prepare and provide written and oral reports to city council, boards, committees, and public interest groups as required to explain code enforcement activities and program needs; give testimony in a court of law as an expert witness.
• Provide training and supervision to clerical staff assisting in the administration of code enforcement and related work matters.
• Perform related duties as required.

Graduation from high school, plus two (2) years of specialized training provided through in‑service, professional workshops, technical college or university studies;

AND

Four (4) years of responsible experience performing above or related duties; preference for experience related to local government ordinance enforcement and investigation; law enforcement civil and/or criminal investigation or some other related field;

OR

An equivalent combination of education and experience.

Some knowledge of liability issues which arise out of investigative procedures; effective interpersonal communications; city and state codes and ordinances related to multiple aspects of public works, property rights, boundaries, subdividing and zoning, signing etc.; legal system and securing sanctions for violations; various investigative techniques; report writing, public relations.

Considerable skill in the art of diplomacy and cooperative problem solving.

Some ability to enforce regulations with firmness, tact, and impartiality; keep operating records and maintain various written reports; read maps and locate property; establish and maintain effective working relationships with employees, other agencies and the public; comprehend and interpret complex regulations related to zoning and other city ordinances.

Must possess a valid Driver's License.

Obtain an RSI (Registered Stormwater Inspector), RSR (Registered Stormwater Reviewer), IDDE (Illicit Discharge Detection and Elimination), and Opacity (Dust Control) Certificate.
