ResponsibilitiesThe Training and Development Specialist is responsible for developing, implementing, and managing programs that enhance employment opportunities, professional growth, and economic development within the tribal community. This role ensures the alignment of workforce initiatives with the cultural values, needs, and strategic goals of the tribe, fostering sustainable employment and skill-building opportunities for tribal members.
Essential Duties and responsibilities include the following:- Program Development and Management
- Design and implement workforce development programs tailored to the needs of the tribal community, including job training, career counseling, and skill enhancement initiatives.
- Collaborate with tribal departments and external organizations to identify opportunities for economic growth and workforce readiness.
- Monitor program outcomes and evaluate success metrics, making adjustments as needed to ensure effectiveness.
- Community Engagement
- Engage with tribal members to understand their employment goals and barriers to success.
- Develop strategies to connect individuals with job opportunities within and beyond the tribal community.
- Organize workshops, job fairs, and community events to promote workforce initiatives.
- Partnership Building
- Establish partnerships with local businesses, educational institutions, and government agencies to expand employment opportunities for tribal members.
- Advocate for tribal workforce development needs and secure funding or resources to support programs.
- Leadership and Supervision
- Supervise workforce development staff, providing guidance and professional development opportunities.
- Create a positive and inclusive work environment that aligns with tribal cultural values.
- Budget and Grant Management
- Manage budgets for workforce development programs, ensuring compliance with financial policies.
- Research, write, and manage grants to secure funding for workforce initiatives.
- Policy and Compliance
- Ensure workforce programs align with tribal, local, state, and federal regulations.
- Develop and enforce policies that promote fair and equitable access to workforce services.
- Report any known and/or suspected child abuse cases to the proper authorities.
Perform other related duties as assigned or requested by immediate supervisor or Administration.
Knowledge, skills and abilities for the position:- Knowledge of applicable cultural norms, values, and traditions of the Kickapoo Traditional Tribe of Texas
- Ability to compose written correspondence, issue papers, memos, and disseminate general information and educational materials.
- Must have strong ability document including professional quality writing of memo, policy, procedure or correspondence, and reports to ensure timely and accurate transmittal of information.
- Adhere to data quality, confidentiality, and reporting requirements, and promote a consistent exchange of information as required
- Thorough knowledge of program, financial, and human resources management in education or human services organizations.
- Working knowledge of local community needs and resources.
- Computer literate.
- Ability to promote positive work environment facilitate the resolution of conflicts and actively promote a cooperative team environment.
- Must be able to understand and self-study guidelines applicable to program and hold self-accountable for adherence to guidelines.
- Diplomacy and human relations skills required.
