The Facilities Director is responsible for planning, directing, and managing the operation, maintenance, and improvement of all county-owned facilities and properties. This position ensures county buildings and grounds are safe, functional, compliant with regulatory standards, and supportive of county departments’ operations. The Director oversees budgets, staff, and contractors to deliver cost-effective maintenance for the County.

  • Oversee the daily operations, maintenance, and custodial services for all county facilities and grounds, ensuring they are safe, clean, and functional.
  • Directs daily operations of county buildings, grounds, and related infrastructure, including HVAC systems, electrical, plumbing, custodial services, and general maintenance.
  • Develops and manages short- and long-term facility maintenance and improvement plans.
  • Prepares and administers the department budget, monitors expenditures, and ensures fiscal accountability.
  • Coordinates with department heads, county officials, and external agencies regarding space planning, facility use, and project needs.
  • Ensures compliance with building codes, safety regulations, ADA requirements, health standards, and environmental policies.
  • Develops and enforces policies, procedures, and preventive maintenance programs for county facilities.
  • Oversees procurement and management of vendor contracts for facility services.
  • Directs, supervises, and evaluates department employees, including hiring, training, performance management, and scheduling.
  • Responds to facility‑related emergencies and service requests, ensuring continuity of county operations.
  • Advise county administration on facility management matters and represent the department in meetings with other agencies or the public.
  • Performs other duties as assigned.
Required Knowledge, Skills, and Abilities
  • Knowledge of building systems, facility operations, construction management, and maintenance practices.
  • Familiarity with local, state, and federal regulatory requirements including safety, environmental, and accessibility standards.
  • Ability to develop and manage complex budgets and monitor financial performance.
  • Strong leadership, supervisory, and team management skills.
  • Excellent project management, organizational, and problem‑solving abilities.
  • Effective verbal and written communication skills for coordination with staff, contractors, county officials, and the public.
  • Proficiency in relevant software for facility management, budgeting, and project tracking.
Education and Experience
  • Bachelor’s degree in facilities management, construction management, engineering, public administration, or a related field required.
  • Seven (7) years of progressively responsible experience in facilities management, maintenance, or construction, with at least three (3) years in a supervisory or management role.
  • Equivalent combinations of education and experience may be considered.
Licenses and Certifications
  • Valid Texas driver’s license (or ability to obtain within 30 days of employment).
  • Professional certifications (such as Certified Facility Manager, Project Management Professional, or similar) preferred.
Physical Demands
  • Ability to frequently stand, walk, sit, reach with hands and arms, push and/or pull, climb or balance, and communicate effectively in person or via phone.
  • Requires regular use of hand dexterity and the ability to stoop, kneel, crouch, crawl, bend, and twist at the waist.
  • Must occasionally lift, carry, push, or pull items weighing up to 50 pounds; may transport objects up to 50 yards; occasional squatting and climbing ladders or scaffolding are required.
  • May operate hand and power tools, perform repairs, and access hard‑to‑reach or confined areas such as crawl spaces or above‑ceiling spaces.
  • Visual and auditory acuity adequate for reading printed materials, viewing a computer screen, and communicating clearly.
  • Work may involve exposure to various weather conditions, noise, dust, fumes, and mechanical or electrical hazards, both indoors and outdoors, and require the ability to respond to emergencies after hours.
Working Conditions
  • Work is performed primarily in building environments with exposure to mechanical, electrical, and construction settings.
  • Must be available for after‑hours and weekend emergencies.
  • Requires occasional lifting, climbing ladders, and working in confined spaces.
