Position: Deputy Director of Community Development - Housing & $5000 Sign-On Bonus!

Overview

Hiring range: $93,651 - $125,000 & $5000 Sign-On Bonus! The max salary for this position is $140,455. An offer may be made above the hiring range based on a candidate's qualifications.

The main focus of the Deputy Director of Community Development is to lead land-use file processes and supervise, coordinate, and direct the staff planners within the Community Development Department. The Deputy Director also performs complex planning work, provides supervision to other planners and assists the Community Development Director in providing staff support to the Board of County Commissioners, the Planning Commission, and other boards as assigned.

Duties

Current Planning:

  • Delegates planning tasks and supervises, coordinates, and directs the activities of land-use file project managers (staff planners).
  • Develops work plans and methodologies to accomplish planning program objectives.
  • Provides answers to process questions for staff planners and instructs and coaches staff planners on the policies, regulations and programs administered by the Planning Division.
  • Looks for continuous improvement opportunities on processes and procedures while complying with Land Use Regulations.
  • Attends pre-application and consultation meetings with property owners, prospective developers, and representatives from all applicable county departments on an as-needed basis.
  • Reviews applications for compliance with the requirements of the Eagle County Land Use Regulations and other County guidelines, state statutes, and federal regulations.
  • Reviews all sufficiency and referral reports, staff reports, resolutions, presentations and other forms of communication as needed prior to public submission.
  • Conducts weekly land use file status meetings with staff planners and communicates any upcoming challenges to Community Development Director.
  • Provides support to the Planning Commission and Board of County Commissioners in coordination with the Community Development Director.
  • Works with appropriate staff to provide high-level support on active land-use files of moderate to high complexity including effectively scoping, scheduling, planning and executing projects.
  • Compiles pertinent site-related information through field reconnaissance and historic county data.
  • Prepares and presents high quality written materials including staff reports, topical reports, and white papers. This work will be in coordination with Eagle County GIS department to include high-quality graphic materials and analysis.
  • Acts in a manner consistent with Eagle County’s Strategic Plan as developed by the Board of County Commissioners, while providing service of the highest level to our internal and external customers.
  • Builds and maintains strong relationships with local municipalities, non-profits, business interests, and other agencies with a focus on economic development.
  • Uses sound judgment to determine when to make independent decisions and when to seek direction from Community Development Director.
Administration
  • Coordinates performance evaluations with Community Development Director.
  • Supports Community Development Director or leads planning division internal operating procedures and process improvements.
  • Acts as Community Development Director as needed, such as during medical leaves or long vacations.
Other Responsibilities and Special Projects as Needed
  • Attends civic, local government meetings, and conferences.
  • Supports long-range planning processes on an as needed and capacity available basis.
  • Supports or leads the coordination of grant writing and contract administration for general planning assistance.
  • Observes safety and security procedures, uses equipment and materials safely and reports potentially unsafe conditions.
  • Serves the community by demonstrating Eagle County Government mission and core values and following relevant policies and procedures.
