Reports To: Stormwater Coordinator / Director of Utilities

FLSA Status: Non-Exempt

Salary Range: Commensurate with the City of East Chicago Salary Ordinance)

Location: East Chicago, IN

Position Summary

Under general supervision, the Stormwater Inspector performs field inspections, monitoring, and compliance activities to support the City’s Municipal Separate Storm Sewer System (MS4) program in accordance with the Clean Water Act, National Pollutant Discharge Elimination System (NPDES) permits, and applicable State of Indiana regulations.

The position is responsible for ensuring compliance with stormwater management ordinances, protecting water quality, and supporting the City’s watershed protection and pollution prevention initiatives.

Essential Duties and Responsibilities

The below statements are intended to describe the general nature and scope of work being performed by the position. This is not a complete listing of all responsibilities, duties and/or skills required. Other duties may be assigned.

Regulatory Compliance & Inspections
  • Conduct routine and complaint-based inspections of:
    • Construction sites for erosion and sediment control compliance.
    • Stormwater outfalls, drainage systems, and conveyance infrastructure.
    • Municipal facilities that have a stormwater pollution prevention plan (SWPPP).
    • Post-construction stormwater management systems.
  • Inspect all designated stormwater outfalls at least twice annually and document findings.
  • Identify, investigate, and document illicit discharges and illegal connections.
  • Conduct quarterly inspections of municipal facilities including Mac Arthur Golf Course, Parks Department Greenhouse, Public Works, and Bus Transit to ensure compliance with stormwater regulations.
  • Issue notices of violation and coordinate corrective actions in accordance with City ordinances and MS4 permit requirements.
  • Maintain inspection logs, reports, and regulatory documentation in compliance with audit and State Board of Accounts (SBOA) standards.
MS4 Program Administration
  • Support implementation of the six (6) Minimum Control Measures (MCMs):
    • Public Education and Outreach
    • Public Participation and Involvement
    • Illicit Discharge Detection and Elimination (IDDE)
    • Construction Site Runoff Control
    • Post-Construction Stormwater Management
    • Pollution Prevention and Good Housekeeping
  • Assist in preparation of annual MS4 reports and documentation for regulatory agencies
  • Coordinate with:
    • Engineering, Public Works, Bus Transit, Parks, and Health Departments
    • Contractors, developers, and consultants
  • Support inspections with the Health Department to prevent illegal discharges into sanitary or storm systems
  • Participate in pre-construction and technical review meetings as assigned
  • City departments
  • Schools and community groups
  • Promote public awareness initiatives (e.g., “Only Rain Down the Drain”)
  • Participate in community events, workshops, and environmental activities
Training & Support
  • Provide training to City staff on stormwater compliance, pollution prevention, and best management practices (BMPs)
  • Stay current on regulatory updates, inspection techniques, and environmental standards
Education, Certifications and Experience Requirements
  • Bachelor’s degree in Environmental Science, Civil Engineering, Public Administration, or a related field;
  • Associate degree with relevant certifications;
  • Equivalent combination of education and 2–5 years of directly related experience;
  • Experience in stormwater management, environmental inspection, construction inspection, or regulatory compliance preferred;
  • Valid Indiana Driver’s License (required);
  • IDEM Construction Stormwater General Permit, Certified Erosion Control Inspector, or equivalent certification (preferred or required within a specified timeframe).
