Tax Account Clerk

The Town of East Hartford is seeking a Tax Account Clerk. Under the general supervision of the Collector and/or Assistant Collector, this position performs clerical work of moderate complexity and variety in one or more functional areas, including accounts payable, accounts receivable, and tax collection. The role also includes performing program-related tasks within the assigned town department and providing general office support.

Completion of CCMC Tax course I and II is required to be completed within two years of appointment.

Essential Job Functions
  • Plans and organizes work in accordance with established and standard office procedures.
  • Performs tasks within the functional areas of computerized billing, collection, and record keeping.
  • Receives, records, and verifies incoming revenues.
  • Maintains both manual and computerized financial records, including the receipt and posting of taxes and special assessments or charges.
  • Assists with balancing daily collections.
  • Collects and processes data to prepare supplemental and prorated tax bills for real estate, personal property, and motor vehicles throughout the year.
  • Performs mathematical calculations with complete accuracy when reviewing, verifying, and adjusting tax and interest amounts.
  • Prepares and enters information into the computerized collection system.
  • Continuously updates over payment information in the automated system.
  • Assists with preparing and processing delinquent tax lists, tax notices, and other lien-related documents.
  • Prepares moderately complex statistical information for the Collector.
  • Provides general information and assistance to the public.
  • Offers ongoing support to other clerical staff.
  • Maintains a tracking system for returned checks and NSF fees, and contacts taxpayers and financial institutions to resolve related issues.
  • Processes, verifies, and records transmittals from other departments.
  • Sets up and maintains office files and records as needed.
  • Maintains documentation of adjustments and corrections for audit purposes.
  • Performs word processing and related clerical tasks.
  • Operates computers, peripherals, copiers, fax machines, calculators, and other standard office equipment.
  • May communicate verbally or in writing with non-English-speaking members of the public.
  • May provide notary public services to members of the public.
Knowledge,

Skills and Abilities
  • Basic computer skills, including the ability to enter, retrieve, and verify data; familiarity with word processing and spreadsheet programs, or the ability to acquire these skills.
  • Ability to acquire a working knowledge of tax collection policies, procedures, and laws, including relevant State Statutes and Town Ordinances.
  • Ability to interact effectively with Town staff, state and local officials, and members of the public.
  • Ability to maintain complex records and files accurately and efficiently.
  • Ability to perform basic mathematical computations.
Job Qualifications and Licensing
  • Works in office setting subject to continuous interruptions and background noise.
  • Includes exposure to video display terminals on a daily basis.
  • Ability to operate equipment requiring eye and hand coordination.
  • Must be able to work under stress from demanding deadlines and changing priorities and conditions.
  • Must be able to sit at a desk or stand and work continuously for extended periods of time.
  • Requires a high school education or its equivalent, with course work in Bookkeeping or Business Mathematics and at least two years of responsible clerical bookkeeping experience.
  • Licensing requirements: CCMC I and II Certification required in two years of appointment desirable.
