Program Finance Manager – RTX Technology Research Center
Location:
Hartford, CT (Hybrid – minimum three days per week in office)
Security & Citizenship: U.S. citizens required; existing DoD Secret Clearance preferred.
Responsibilities- Partner with engineering and program teams to manage the financial execution of R&D projects, including internal, business‑unit, and U.S. Government‑funded efforts.
- Provide day‑to‑day management of all financial aspects of program finance across multiple contracts, covering EVMS, FP&A, R&O management, and training.
- Analyze spending trends, project plans, and performance drivers to support informed decision‑making across the organization.
- Present financial insights and program performance to RTRC Senior Leadership during Monthly Team Meetings; support monthly operating reviews (MOR).
- Review and validate Government contract invoices before submission.
- Prepare required financial reports for U.S. Government customers.
- Support data collection for the Defense Technical Information Center (DTIC) annual submission.
- Assist with the Long‑Range Plan (LRP), Annual Operating Plan (AOP), and monthly planning and budgeting cycles.
- Use RTX operating system CORE to collaborate on process and reporting enhancements, including Power BI dashboards and automated financial workflows.
- Participate in internal and external audits and support corrective action plans.
- Execute key ad‑hoc analyses and special initiatives to advance RTRC strategic and operational goals.
- University degree in Business, Finance, Accounting, or related field with a minimum of 8 years of relevant experience; advanced degree acceptable with a minimum of 5 years of experience.
- Proficiency with MS Office, Office 365, and SAP.
- Familiarity with Cost Accounting Standards (CAS) and Federal Acquisition Regulations (FAR) cost principles.
- Strong communication and presentation skills, able to build trust and influence without authority.
- Proven analytical skills and ability to deliver high‑quality results under time constraints.
- Excellent multi‑tasking abilities with experience managing multiple customers and deadlines.
- Demonstrated leadership, adaptability, and self‑direction to drive results.
- Strong collaboration skills to promote teamwork across functions.
- Experience supporting large defense or aerospace programs in program finance, cost analysis, FP&A, or EV roles.
- Advanced Excel skills (dynamic arrays, formula auditing, complex data analysis).
- Experience with Power BI, automation, and data visualization to support data‑informed decision‑making.
- Salary range: $107,500 – $204,500 USD.
