Correctional Captain

Position Overview

Correctional Captain – Corrigan Correctional Center (Montville) and York Correctional Institution (East Lyme). Full‑time, 40 hours per week. Positions available on first, second, and third shift, as determined by agency needs. Work schedule is 5×2, Monday‑Friday.

The Department of Correction shall strive to be a global leader in progressive correctional practices and partnered re‑entry initiatives to support responsive evidence‑based practices aligned to law‑abiding and accountable behaviors. Safety and security shall be a priority component of this responsibility as it pertains to staff, victims, citizens, and offenders.

• Assumes delegated responsibility for custody and security of assigned inmates, buildings, grounds and operations.
• Schedules, assigns, oversees and reviews work of staff.
• Coordinates, plans and manages training activities.
• Ensures consistent enforcement of policies and procedures.
• Acts as liaison with other operating units, agencies and outside officials regarding unit policies and procedures.
• Provides staff training and assistance.
• Conducts performance evaluations.
• Determines priorities and plans shift and/or unit work.
• Establishes and maintains operating and training procedures.
• Develops or recommends policies and standards.
• Inspects posts frequently to ensure adequate staffing.
• Performs the most sensitive security investigations and ensures accuracy of investigations.
• Conducts training within a correctional facility or oversees staff training activities.
• Maintains discipline among employees and inmates.
• Supervises inmate count; supervises major facility group activities (e.g., meals, off‑site work).
• Administers pertinent laws, regulations and post orders.
• Maintains contact with individuals inside and outside the agency who may impact program activities.
• Reviews and prepares reports and correspondence.
• Maintains records.
• Participates in crisis intervention as needed.
• May assist in preparation of budget.
• May counsel inmates.
• May participate in disciplinary hearings.
• May physically restrain inmates, quell disturbances and assist security forces in emergencies.
• Performs related duties as required.

Considerable knowledge of relevant agency policies and procedures; relevant state and federal laws; policies and procedures utilized in correctional facilities; modern correctional methods and practices; standard security measures and appropriate methods of inmate discipline.

Considerable interpersonal skills, oral and written communication skills, ability to evaluate situations and make effective administrative and supervisory decisions, ability to utilize computer software, supervisory ability.

Five (5) years of experience in correctional work responsible for custodial security or inmate treatment.

One (1) year of that experience must have been at the level of Correctional Lieutenant.

College training in behavioral sciences, corrections, criminal justice or a related field may be substituted for the general experience on the basis of fifteen (15) semester hours equal to one‑half (1/2) year of experience, to a maximum of one (1) year.

• Experience enforcing and ensuring compliance with Administrative Directives and facility post orders.
• Experience managing staff, including addressing performance issues and staff deficiencies, conflict resolution, coaching and mentoring, and providing training and staff development opportunities.
• Experience managing facility operations during emergencies and critical incidents.
• Experience reviewing and drafting updates to facility policies and procedures.
• Demonstrated ability to prioritize, track, and ensure timely completion of incident reports, reviews, audits, and other operational tasks.
• Experience resolving conflicts among both staff and inmates.
• Experience applying bargaining unit contracts, including overtime hiring practices, staffing mandates, and grievance procedures.
