Salary: $61,947.00 - $85,956.00

General DescriptionUnder general direction of the East Moline Municipal Swimming Pool Board and the City Administrator, the Manager is responsible for community promotion of the facility; water related activities for recreation, competition and safety. Implement instructional swim programs, plan and conduct aquatic events; hire and manage pool personnel and coordinate maintenance of pool, and other duties as assigned.

Primary Responsibilities- Manage day-to-day operations of the facilities
- Schedule all activities and private rentals in facility
- Coordinate activities with United Township High School Physical Education Department, United Township High School Activities chair, and coaching personnel
- Develop and schedule programming to include classes, swim meets, tournaments, swim lessons, lap swimming, swim club and other aquatic programs
- Promotion, advertising, and supervision of all pool activities
- Hire, train and supervise all pool employees; including lifeguards, instructors, assistant managers, and other part time employees.
- Schedule all pool personnel on weekly basis.
- Prepare and implement yearly budget within confines of fiscal responsibility
- Report to East Moline Municipal Swimming pool board consisting of representatives of United Township High School and City of East Moline.
- Develop and implement American Red Cross "Learn to Swim" program or comparative program.
- Coordinate maintenance/custodial duties with United Township High School personnel
- Comply with all rules and regulations set forth by Illinois Department of Public Health
- Order and purchase all necessary supplies to operate facility and programs.
- Perform payroll duties and coordinate payroll and monthly bill payments with City of East Moline personnel
- Perform pool and facilities maintenance duties as deemed necessary
- Perform duties as head coach or assign a head coach of the USS competitive swim team (East Moline Swim Club), develop, implement, and schedule the program.
- Schedule, coordinate, and manage all USS Swim meets hosted by East Moline Swim Club.
Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying.
Education and Training- Bachelor's degree from an accredited four-year college or university in recreation, parks, or related area with an aquatic emphasis
- 7-12 years aquatics experience
- 3-5 years supervisory leadership experience
- Revenue forecasting and developing & managing annual budgets
- Vendor contracts and supply management experience
Incident reporting and emergency actions plan experience - Conflict resolution and customer service management
- American Red Cross certified in lifeguarding or comparative certification
- American Red Cross Lifeguard Instructor or comparative certification or ability to gain certification within one year
- Certified Pool Operator or ability to gain certification within one year
- American Red Cross Water Safety Instructor or comparative certification or ability to gain certification within one year
- Must attain United States Swimming Non-Athlete Membership

Knowledge of- Knowledge of principles and practices of public swim pool operations.
- Knowledge of principles of organization and management.
- Knowledge of public Health regulations. Knowledge of Red Cross regulations
- Knowledge of safe work practices
- Ability to perform water safety and lifesaving techniques.
- Ability to supervise personnel in the facilitation of all programs.
- Ability to maintain control and handle emergency situations.
- Ability to work nights and weekends.
- Ability to utilize the personal computer and software involved in order to perform job.
- Ability to write professional and technical reports, and communicate effectively.
- Ability to establish and maintain effective working relationships with employees, school & public officials.
- Ability to communicate effectively and courteously with the public
- Ability to effectively communicate in a friendly and professional manner with those contacted throughout the course of the workday.
