Procurement Manager

The Procurement Manager / Supply Chain Manager is responsible for sourcing, purchasing, and managing the flow of materials, equipment, and services required to support petroleum construction and field service operations. This role oversees vendor relationships, negotiates contracts, manages inventory and logistics, and ensures materials and equipment are available where and when needed while controlling costs and maintaining compliance with company and regulatory standards.

• Source, negotiate, and purchase materials, equipment, parts, and services needed for construction and field service projects (pipe, valves, fittings, heavy equipment, PPE, chemicals, etc.)
• Develop and manage purchase orders, ensuring accuracy of pricing, quantities, and delivery timelines
• Evaluate and select vendors and suppliers based on price, quality, reliability, and delivery performance
• Monitor market trends and commodity pricing to inform purchasing strategy and timing

• Build and maintain strong relationships with key suppliers, vendors, and subcontractors
• Negotiate contracts, pricing agreements, and service-level agreements (SLAs)
• Evaluate supplier performance through scorecards, audits, and regular reviews
• Resolve vendor disputes related to quality, delivery, or invoicing

• Coordinate inbound and outbound logistics to ensure timely delivery of materials to job sites and warehouses
• Manage inventory levels across warehouses, and field locations to prevent shortages or overstock
• Track shipments and resolve delays, damages, or discrepancies
• Optimize supply chain processes to reduce lead times and transportation costs

• Develop and manage procurement budgets in alignment with project and operational needs
• Identify cost‑saving opportunities through bulk purchasing, alternative sourcing, or process improvements
• Track and report on procurement spend, savings, and key performance indicators (KPIs)
• Support project managers with material cost estimates and forecasts

• Ensure procurement activities comply with company policies, safety standards, and regulatory requirements (OSHA, DOT, EPA, API standards where applicable)
• Maintain proper documentation for contracts, purchase orders, and vendor certifications
• Assess and mitigate supply chain risks (material shortages, single‑source dependencies, price volatility)
• Ensure vendors meet insurance, safety, and compliance requirements before engagement

• Supervise procurement staff, warehouse/inventory coordinators, and logistics personnel
• Train team members on procurement systems, policies, and best practices
• Conduct performance evaluations and support team development
• Collaborate cross‑functionally with operations, project management, and finance teams

• 5+ years of experience in procurement, purchasing, or supply chain management, preferably within oil & gas, petroleum construction, or industrial services
• Strong negotiation and vendor management skills
• Experience with ERP/procurement systems and Microsoft Office/Excel
• Solid understanding of inventory management, logistics, and supply chain principles
• Strong analytical and budgeting skills
• Prior supervisory or team management experience

• Professional certification (e.g., CPSM, CSCP, CPM)
• Bachelor's degree in Supply Chain Management, Business Administration, Logistics, or related field (or equivalent experience)
• Familiarity with DOT, OSHA, and environmental compliance requirements related to materials handling and transport
