Summary

The Landings Operations Officer is responsible for overseeing the daily operations, safety, maintenance, and regulatory compliance of Talbot County's public boat landings. This position supervises part‑time Landings Enforcement Officers, ensures landings are maintained in a safe and orderly condition, enforces applicable County codes and regulations, and assists with grant development and reporting. The Officer works closely with the departments Facilities Division Manager and Assistant Director, other County departments, law enforcement agencies, and the public.

Essential Duties and Responsibilities
  • Supervise, train, schedule, and evaluate 2-3 part‑time Landings Enforcement Officers, including oversight of ticketing, inspections, and daily field activities.
  • Ensure public boat landings are maintained in a neat, safe, and functional condition through regular inspections and hands‑on maintenance.
  • Review, issue, suspend, and revoke permits required by ordinance or resolution; review slip rental applications and execute slip rental agreements in accordance with Chapter 121 of the Talbot County Code, Public Landings.
  • Enforce all applicable County resolutions, rules, and regulations governing public landings, including parking, slip usage, and general compliance.
  • Monitor landings for parking, civil, and criminal violations, issue citations as necessary and forward unpaid citations to District Court.
  • Coordinate and assist with the removal of sunken or derelict vessels, vehicles, trailers, debris, and other obstructions that interfere with County landings.
  • Work closely with the Maryland Department of Natural Resources Police regarding derelict vessels, including monitoring, documentation, photography, and court appearances as required.
  • Conduct routine inspections of all public landings to identify safety hazards, maintenance needs, and compliance issues; communicate deficiencies to the Facilities Division Manager and take corrective action when appropriate.
  • Monitor boat slips to ensure occupancy by authorized slip holders; investigate and resolve complaints regarding improper slip use.
  • Communicate regularly with community members regarding landings‑related concerns and recommend solutions to prevent recurring issues.
  • Assist with grant research, applications, compliance documentation, and reporting related to landings improvements and maintenance projects.
  • Attend community meetings, landings committee meetings, Parks and Recreation Advisory Board meetings, and County Council meetings as needed.
  • Coordinate with the County Attorney, Sheriff's Department, Department of Natural Resources, and other agencies on enforcement actions and resolutions.
  • Maintain accurate records, reports, and documentation related to inspections, enforcement actions, permits, and maintenance activities.
  • Perform other related duties as assigned.
Qualifications
  • High School Diploma or GED required
  • Minimum of 3‑5 years of experience in enforcement, facilities operations, maintenance, or a related field
  • Prior Supervisory Experience Preferred
  • Experience with public facilities, marinas, or waterfront operations a plus
  • Valid Maryland driver's license required
Knowledge, Skills, And Abilities
  • Knowledge of or ability to learn rules and regulations pertaining to public landings and marina operations
  • Strong supervisory and leadership skills
  • Ability to perform routine maintenance and identify safety hazards
  • Strong customer service and conflict‑resolution skills
  • Ability to communicate effectively with the public, staff, and government officials
  • Ability to prepare basic reports and assist with grant documentation
  • Ability to work independently in the field and manage multiple priorities
