Deputy Elections Registrar

The Deputy Elections Registrar position serves as the primary operations manager for the Conduct of Elections division for the County of Northampton. The individual in this position is responsible for the coordination, implementation, and day-to-day administration of all election and voter registration functions. This position ensures the accurate, timely, and compliant execution of elections operations including redistricting preparation and implementation, voter registration processing, mail-in, absentee, and on demand ballot processing, election preparation, poll location and poll worker coordination, and election day logistics.

The individual in this role supports the Elections Registrar in carrying out statutory responsibilities and assumes operational leadership of the division in the Election Registrar's absence.

This position reports directly to the Elections Registrar. This position assists in the supervision of the staff, temporary employees, volunteers, and poll workers. The Deputy Elections Registrar coordinates daily workflow, assigns tasks, monitors performance, and provides training and guidance to ensure effective operations.

Coordinates and manages the day-to-day operations of the Elections division, ensuring all voter registration and election processes are conducted accurately and in compliance with applicable laws and regulations. Oversees the processing and maintenance of voter registration records, including applications received through various systems such as SURE, PennDOT, and other State and Federal interfaces. Implements and manages election preparation activities including ballot layout coordination, proofing, and ensuring compliance with regulatory requirements.

Acts as the lead in drop box, precinct, and temporary Election Office locations, including pop-up and satellite locations. Coordinates logistical planning and execution for elections including testing of voting machines, poll books, distribution and processing of mail-in and absentee ballots, on demand ballots, voting machines, supplies, and materials to polling locations. Ensures proper chain of custody and accountability. Oversees recruitment, assignment, and coordination of poll workers to staff polling locations.

Supports the development and implementation of poll worker training programs. Provides guidance and support to district election officials, machine technicians, and voters before and during elections. Assists in troubleshooting operational issues on Election Day. Assists in the development, implementation, and continuous improvement of internal procedures, workflows, and documentation to ensure accurate recordkeeping and operational efficiency. Assists with maintaining Election Commission records, including preparation of materials, documentation, and administrative support as needed.

Supports the review and implementation of changes related to election laws, policies, and procedures to ensure operational compliance. Maintains inventory and accountability of election equipment and supplies. Assists in planning and implementing strategies to provide accurate and timely information to voters regarding election deadlines and procedures, as well as drop box and temporary Election Office locations. Coordinates arrangements with County departments and third-party vendors for election preparation.

Assists in providing information to and interaction with County Party Chairs and supervising the Party's representatives' observation of election processes and procedures. Supports the Election Office interaction with the County Election Commission. Assumes operational responsibility for the Conduct of Elections division in the absence of the Elections Registrar, ensuring continuity of services and adherence to established procedures.

Education and experience – Completion of a high school, or general equivalency diploma; AND At least three (3) years of work experience in administrative, operational, supervisory, or records management work, including experience managing people, workflows, or office procedures; AND Experience in elections administration or voter registration processes is preferred, but not required; AND Employee assigned to this title will be required to possess and maintain a valid and current motor vehicle operator's license.

Must have an acceptable driving record. Personal vehicle required for County business; employee is eligible for mileage reimbursement.

Knowledge of administrative methods and techniques used in managing operations, records, and workflows. Working knowledge of, or ability to learn, Federal, State, and local laws and regulations governing elections and voter registration. Ability to coordinate and manage multiple operational processes with attention to detail and accuracy. Ability to plan, assign, and review the work of staff and support personnel. Ability to develop and implement procedures to improve efficiency and ensure compliance.
