Non-Negotiables
  • A Bachelor's degree in Civil Engineering or a closely related field is required
  • The candidate must hold a current Professional Engineer (PE) license in the state of Pennsylvania
  • At least seven years of relevant engineering experience is expected, ideally in municipal or public works settings
  • Proven expertise in reviewing subdivision, land development, and stormwater drainage plans against municipal codes is essential
  • Familiarity with MS-4 programs and NPDES permitting, including Pollution Reduction Plans, is a must
  • Strong written and verbal communication skills are non-negotiable for presenting technical findings at public meetings

Responsibilities
  • Serve as the dedicated Township or Borough Engineer, acting as the primary point of contact for municipal clients
  • Attend public meetings to present engineering findings, provide expert testimony, and build lasting client relationships
  • Lead technical review of subdivision, land development, zoning, grading, and stormwater plans for compliance with local ordinances
  • Design stormwater management systems, detention basins, and oversee public works rehabilitation projects
  • Manage escrow accounts, construction administration, permitting, and coordinate with contractors and stakeholders throughout project phases
  • Prepare detailed technical reports, feasibility studies, and engineering assessments for state and local agencies
  • Identify opportunities to expand municipal engineering services and contribute to business development initiatives
Preferred Qualifications
  • Experience using AutoCAD Civil 3D for design and plan production is strongly preferred
  • Demonstrated ability to manage multiple municipal accounts and build long-term client partnerships is highly valued
  • A track record of effective public speaking and presenting to elected officials and community members is a plus
  • Prior involvement in business development, including identifying and pursuing new municipal opportunities, is beneficial
