The Estimating Manager is responsible for overseeing the estimating function for airfield construction projects, ensuring accurate, competitive, and strategic bids. This role leads and reviews the work of other estimators, actively identifies and pursues bid opportunities, and serves as the primary point of contact for client-side engineers throughout the bid process. The Lead Estimator plays a critical role in securing new work and supporting company growth objectives.

Key Responsibilities
Leadership & Oversight
• Lead, mentor, and review the work of estimators to ensure accuracy, completeness, and competitiveness of bids.
• Establish estimating standards, processes, and best practices.
• Provide guidance on scope interpretation, risk assessment, and pricing strategy.
• Ensure consistency across all estimates and proposals prior to submission.
Bid Strategy & Opportunity Development
• Proactively identify, track, and evaluate bid opportunities through industry platforms and client relationships.
• Analyze project fit, risk profile, and competitive landscape to recommend bid/no-bid decisions.
• Develop pricing strategy aligned with company objectives and market conditions.
Estimating & Proposal Development
• Review and analyze project plans, specifications, addenda, and bid documents.
• Attend pre-bid meetings and site visits as required.
• Oversee quantity take-offs, subcontractor and supplier solicitations, and scope coverage verification.
• Evaluate subcontractor proposals for scope alignment and value.
• Compile and finalize complete bid packages and cost breakdowns.
• Ensure all proposals are submitted accurately and on time.
Client & Engineer Interface
• Serve as the primary point of contact for client-side engineers during the bidding process.
• Address RFIs, clarifications, and scope questions in a professional and timely manner.
• Communicate project assumptions, exclusions, and value engineering ideas as appropriate.
• Represent the company during pre-bid meetings and technical discussions.
Cross-Functional Collaboration
• Coordinate with Operations and Project Management to ensure smooth handoff of awarded projects.
• Support post-bid reviews and lessons-learned discussions to improve future estimates.
