Position Summary
Manage all aspects of the Transmission system control center function ensuring Xcel Energy transmission system operating reliability and energy supply balance to the Xcel Energy control areas. Has overall responsibility to ensure compliance with Xcel Energy tariffs, state, FERC, NERC, RTO, ISO, regional reliability organization rules, regulations, policies, and criteria.
Essential Responsibilities- Oversee the safe reliable regional transmission control center operations. Advise and consent in the development and maintenance of energy management systems. Manage the processes and procedures for coordination of generating unit maintenance and unit testing with consideration given for plant and transmission system requirements. Manage the processes and procedures for coordination of transmission equipment outages for maintenance, construction and emergency restoration while maintaining system reliability and complying with applicable criteria and Good Utility Practice.
Manage the processes and procedures for record keeping, logging, and performance tracking. - Manage, develop, and implement routine and emergency operating and restoration procedures that are compliant with Xcel Energy Tariffs, state, FERC, NERC, RTO, ISO rules and regulations. Oversee FERC, NERC, RTO, ISO compliance including record keeping, communicating requirements to other departments, and reporting.
- Represent Xcel Energy in regional reliability organization, NERC, RTO, and ISO committees, work groups and task forces. Develop and maintain peer relationships with neighboring control areas' operations managers and representatives of large operating entities in the control area.
- Attract, recruit, train, discipline, develop and retain a qualified staff. Manage NERC Operator certification and/or Continuing Education program to ensure compliance. Establish and communicate clear performance expectations.
- Responsible for processes and procedures to analyze and model system loads, resources and determination of reliable operation.
- Develop and implement business plans that support business unit and corporate goals and objectives.
- Develop and manage department budget. Identify adverse trends and develop action plans to correct.
- Advise and consent to transmission system design changes and proposed construction projects.
- Bachelors degree in engineering or a combination of education and experience providing equivalent knowledge.
- Eight years in transmission system operations, which includes 3 years experience as a team lead, supervisor, or manager.
- NERC Certification for Balancing Authority and Transmission Operations or ability to obtain within 9 months.
- Demonstrated knowledge of FERC, NERC and RTO/ISO requirements.
- In-depth knowledge and experience with the energy management system.
- Demonstrated ability to respond quickly and appropriately in a real-time, stressful environment.
- Demonstrated ability to prioritize job tasks.
- Strong verbal and written communication skills required.
- Ability to lead and motivate a team of dedicated professionals.
- Position requires some overnight travel.
- Able to respond to system emergencies days, nights and weekends on short notice.
