Overview
The Billing Fiscal Associate processes invoices, tracks client payments, and manages billing discrepancies for the Department of Human Services (DHS). This position adheres to Generally Accepted Accounting Procedures (GAAP), enhances the efficiency and effectiveness of fiscal documentation, applies knowledge of state and federal billing requirements, and provides direction to other fiscal staff.
Responsibilities- Applies extensive knowledge of governmental accounting practices and procedures to effectively manage daily claim processing and research. Reviews claims and service notes for accuracy, processes denials, and determines whether resubmission is required. Follows up with insurance providers and other payors to resolve outstanding billing issues and investigates the root causes of unbilled claims.
- Demonstrates strong proficiency in balancing and reconciling financial accounts, accurately allocating and posting financial data to the appropriate accounts. Performs reconciliations to ensure that all bills and payments are thoroughly accounted for.
- Executes effective collections strategies to recover outstanding debts owed to the county for services rendered through the Department of Human Services (DHS). Researches and recovers funds paid on behalf of clients who are eligible for retroactive Medical Assistance, ensuring accurate reimbursements.
- Evaluates financial data and statements, providing insightful recommendations to administrative staff. Supports fiscal operations by preparing financial analysis reports that help guide departmental decision-making and improve operational performance.
- Ensures the accuracy and integrity of financial records while maintaining full compliance with applicable laws and regulations. Assists independent and state auditors during departmental audits and plays a key role in establishing and maintaining internal fiscal control systems.
- Coordinates and monitors the maintenance of reporting and record-keeping systems to ensure compliance with legally mandated record management practices and procedures, ensuring accurate and secure documentation.
- Utilizes a range of software and systems, including Avatar, Linq, eWiSACWIS, CARES, Quick Books, Human Services Reporting Systems, Forward Health, and Panda Doc, to manage and streamline departmental operations, ensuring accurate data management, reporting, and compliance with relevant regulations.
- Prepares clear and concise reports relevant to the operations of DHS, including various state and federal financial and statistical reports, ensuring compliance and supporting informed decision-making.
- Demonstrates competence in utilizing relevant software applications and systems to complete work efficiently. Collaborates with the Information Systems (IS) Department to develop and implement systems that comply with regulatory agency requirements and support operational efficiency.
- Establishes and maintains effective working relationships with both internal and external stakeholders. Responds promptly and professionally to inquiries from clients, providers, and staff regarding specific accounts, departmental policies, procedures, and other related matters.
- Prepares and presents monthly and year-to-date financial reports upon request, providing clear, accurate, and timely insights to support decision-making and ensure financial transparency.
- Oversees and adapts to program regulation changes from the Department of Children and Families (DCF) and the Department of Human Services (DHS), ensuring compliance with updated policies and procedures, and implementing necessary adjustments to maintain program integrity and effectiveness.
- Assists clients, providers, and staff by responding to inquiries related to billing, account status, and departmental policies in a timely and professional manner.
- Performs general accounting, using Generally Accepted Accounting Principles (GAAP) standards.
- Performs other related duties as required or assigned.
- Associate degree in accounting or related field.
- Three (3) years of experience in general accounting/bookkeeping, or other financial experience relating to balancing, reconciling, and reporting.
- Two (2) years of experience using Microsoft Excel software.
- Appointment will be conditional upon successful completion of a credit check, caregiver, and criminal background checks.
- Experience performing governmental accounting and grant reporting duties, preferably in a human services area.
