Purpose and Summary

Provide direct care and services to the residents of Winnebago County DHS Shelter Care as directed by the Shelter Care Supervisor. Create a safe, secure, and positive environment. Complete necessary paperwork for all youth residents and the facility. Act as a lead worker, offering guidance and assistance to other shelter care staff on all aspects of the shelter care facility.

Essential Functions
  • Provide direct care and services to all children and youth at the shelter. Engage them in educational, recreational, intellectual, and life‑skills activities. Offer formal and informal groups, programming, and learning opportunities. Encourage and support positive pro‑social behavior. Maintain the facility and daily operations. Ensure basic needs of the youth are met, including nutritional food preparation and medication monitoring. Purchase needed food and supplies;

    clean and organize the facility. Provide transportation to school, work, court, recreational activities, and other appointments as required.
  • Complete all paperwork in accordance with agency and state licensing rules. Perform intake and discharge processes. Observe and record residents’ behavior. Share written and verbal information with appropriate parties. Complete and document all required training within specified time frames.
  • As lead worker, provide direction, assistance, and guidance to Shelter Care Specialists for caring for residents, maintaining the facility, completing required processes, paperwork, and documentation, and ensuring staff training. Model positive and appropriate interaction with children and youth. Develop and implement daily structure. Take lead in ordering materials and supplies, including groceries.
  • Additional Essential Duties
  • Assist in training new and existing staff.
  • Facilitate groups and provide programming, basic needs, and educational sessions with Shelter Care Specialists.
  • Help children and youth follow daily schedules, including constructive use of free time.
  • Perform overall maintenance duties: housekeeping, meal planning, grocery shopping, meal preparation, and other assigned tasks.
  • Participate in the shelter care “on‑call” rotation to provide guidance after business hours and on weekends.
  • Attend staff meetings, in‑service training, and other meetings as required, including all mandatory and optional training relevant to the position.
  • Address and resolve conflict in a professional manner.
  • Manage stress professionally, engaging in activities that mitigate secondary traumatic stress.
  • Follow Trauma Informed Care principles and practices; foster a positive, healthy work culture.
  • Make recommendations to the Program Supervisor for changes in operational activities or policies and procedures governing the facility.
  • Provide coaching, modeling, and guidance through intervention services to address youth’s social, emotional, educational, and health issues.
  • Work cooperatively as a team member of the Shelter Care facility and the Child Welfare Division of Human Services; assist co‑workers and participate in collaborative efforts internally and externally.

  • Reports to Human Service Program Supervisor – Shelter Care.
  • Works with client youth and families, and staff from WCDHS, circuit courts, DA’s office, schools, placement settings, and other agencies/programs.
  • Required Education, Experience, Training, and Certification
  • High school education plus a minimum of an associate’s degree or two years of comparable post‑high school education, training, or experience (paid or volunteer) that provides the skills to care for children/youth in a temporary living environment who may experience significant trauma. Preference for a bachelor’s degree or higher in social work, psychology, or a related field.
