The Program Analyst Level IV provides senior-level acquisition, program management, operations, financial, and analytical support to the Joint Program Executive Office for Chemical, Biological, Radiological and Nuclear Defense (JPEO-CBRND). This position supports strategic planning, acquisition lifecycle management, program execution, budget analysis, task management, leadership briefings, and cross-functional coordination while ensuring compliance with Department of Defense (DoD) acquisition policies and organizational objectives.
Key Responsibilities Program & Acquisition Management- Support all phases of the DoD acquisition lifecycle including planning, development, production, sustainment, and lifecycle management.
- Assist in developing acquisition strategies, milestone documentation, life cycle management plans, and program schedules.
- Monitor program cost, schedule, technical performance, risks, and milestones.
- Conduct program analysis and provide recommendations to senior leadership.
- Develop and maintain program management tools, reports, and tracking systems.
- Support Integrated Product Teams (IPTs), Integrated Program Reviews (IPRs), milestone reviews, and Program Management Reviews (PMRs).
- Develop Independent Government Cost Estimates (IGCEs), Life Cycle Cost Estimates (LCCEs), and acquisition documentation.
- Plan, coordinate, and execute operational events, capability demonstrations, tabletop exercises, executive meetings, and senior leadership engagements.
- Develop annual and long-range strategic plans supporting organizational objectives.
- Coordinate cross-functional activities among Government organizations, stakeholders, and contractors.
- Manage planning calendars, schedules, action items, and recurring reports.
- Serve as the primary coordinator for internal and external taskers.
- Receive, analyse, assign, monitor, and track taskers through completion.
- Build staff packages and coordinate responses with multiple organizations.
- Draft, review, and maintain:
- Memorandums
- Executive summaries
- White papers
- Standard Operating Procedures (SOPs)
- Briefing materials
- Meeting minutes
- Maintain electronic program records and SharePoint repositories.
- Assist with program budgeting, funding management, and financial planning.
- Develop obligations and outlay plans.
- Monitor expenditures, accruals, contractor invoices, and financial performance.
- Prepare support agreements (DD1144, 7600A).
- Utilise PMRT, GFEBS, JSCBIS, and ACEIT for financial and acquisition reporting.
- Identify, assess, and mitigate program risks.
- Evaluate acquisition strategies, technical performance, cost, and schedule.
- Recommend corrective actions to improve program execution.
- Track key performance indicators and recurring program metrics.
- Prepare executive briefings, presentations, and recurring reports.
- Present strategic, operational, and technical information to senior military and civilian leadership.
- Develop Monthly Acquisition Reports (MARs), executive dashboards, and leadership updates.
- Prepare reports supporting portfolio assessments and program reviews.
- Coordinate with DoD organisations, external agencies, international partners, contractors, and program offices.
- Support Foreign Military Sales (FMS) initiatives when assigned.
- Build strong relationships with Government leadership and cross-functional teams.
- Facilitate communication between stakeholders to resolve program issues and achieve objectives.
- Coordinate meetings, conferences, teleconferences, and executive events.
- Prepare agendas, meeting materials, and executive summaries.
- Support supply management, facility coordination, employee onboarding, and organisational operations.
- Assist with information security procedures, policy implementation, and document control.
- Bachelor's degree in Business Administration, Program Management, Engineering, Management, or a related discipline (or equivalent experience).
