Responsibilities- Develop, review, and maintain key systems engineering documentation, including the Systems Engineering Plan (SEP), technical specifications, and system architecture descriptions.
- Conduct requirements analysis, decomposition, allocation, and traceability using established requirements management processes and tools.
- Support the development and evaluation of system architectures, including functional, physical, and allocated baselines.
- Participate in and provide technical expertise for major program technical reviews, including System Requirements Review (SRR), Preliminary Design Review (PDR), Critical Design Review (CDR), and Test Readiness Review (TRR).
- Develop and implement technical and programmatic plans and measures to track technical progress, including Technical Performance Measures (TPMs).
- Support the development of the program’s Test and Evaluation Master Plan (TEMP) and assist in the planning and oversight of developmental and operational testing events.
- Identify, analyze, mitigate, and track technical risks throughout the program lifecycle.
- Support the program’s configuration management processes, including participating in Configuration Control Boards (CCBs) and reviewing Engineering Change Proposals (ECPs).
- Facilitate technical coordination and integration between various engineering disciplines (e.g., software, hardware, human factors, safety) and with other program functions (e.g., logistics, test, contracting).
- Review and provide technical comments on contractor deliverables, including design documents, test reports, and engineering analyses.
- Analyze and evaluate system development, progress, and performance, and provide recommendations to the Government Lead for optimizing technical approaches and resolving engineering challenges.
- Translate operational requirements into well-defined technical requirements for performance specifications (P-Spec), Statements of Work (SOW), and associated Contract Data Requirements Lists (CDRLs).
- Support the evaluation of materiel solutions, trade studies, and analyses of alternatives to inform program decisions.
- Communicate effectively, orally and in writing, on complex technical issues to a variety of audiences, including program leadership and external stakeholders.
- Attend meetings or discussions either in person, via telecon, or using MS Teams if on-site gatherings and/or travel are restricted.
5.2.13.1.2 The skill set and experience requirements listed below are essential to successfully perform the tasks above:
1. Standard Requirement:
The contractor shall possess a Bachelor’s degree in Engineering, Physics, Chemistry, Biology, Mathematics, Engineering Management, or a related discipline, as well as eight (8) years of general experience and five (5) years of relevant experience.
2. Tradeoff Requirements:
The contractor shall possess and Associate’s degree or professional certificate in Engineering, Physics, Chemistry, Biology, Mathematics, Engineering Management, or a related discipline, as well as ten (10) years general experience and seven (7) years of relevant experience.
