Director of School Improvement Services - Curriculum, Instruction and Assessment

The Director of School Improvement Services (SIS) – Curriculum, Instruction, and Assessment is a certified, professional-level administrative position directly responsible to the Executive Director. The Director shall be responsible for the overall supervision, management, and implementation of instruction, assessment, and curriculum development throughout the IU5 service area. A core priority of this role is to lead and oversee a responsive professional development (PD) model designed to meet the specific and evolving needs of local districts.

This includes directly supervising and evaluating the certified and non-certified staff who provide these trainings. The Director will work to ensure that PD services are data-driven, aligned with district strategic priority areas, and delivered through a consistent process that facilitates the systematic implementation of proven instructional practices across the region.

Required Qualifications:

  • Valid and Active Pennsylvania Administrative Certification in one of the following:
    Principal, Supervisor of Curriculum and Instruction, Supervisor of Pupil Services or Supervisor of Special Education
  • Three to five years of classroom experience working with diverse groups of students, teachers, and administrators
  • Three to five years leading the review and development of curriculum within a public or private school setting in PA

  • Proven leadership skills to facilitate the work of teachers and administrators while working collaboratively with all stakeholder groups.
  • Experience supervising classroom instruction
  • Experience in analysis of assessment data and program evaluation for informed decision making
  • Experience in program and budget management

Essential Functions and Responsibilities:

  • Lead the School Improvement Planning process, ensuring alignment between school improvement plans and strategic priority areas
  • Meet regularly with teams to identify proven practices that should be implemented systematically
  • Lead the IU and region in all areas of SIS-CIA
  • Provide expertise on formative and summative assessments
  • Facilitate the completion of the IU5 Comprehensive Plan
  • Supervise and evaluate administrative staff assigned to – SIS-CIA
  • Serve in a liaison capacity between the IU, local schools, institutions of higher education, the Pennsylvania Department of Education, and other external partners through School Improvement Services – SIS-CIA
  • Identify, apply for, and administer grants and other funding sources related to all areas within SIS-CIA to improve or positively impact learning
  • Oversee the development of budgets and contracts relating to SIS-CIA, inclusive of curriculum, technology, and professional development areas
  • Coordinate across departments to support consistent data collection, reporting, and evaluation practices that inform instructional improvement, program effectiveness, and grant accountability.
  • Supervise and collaboratively manage certified and non-certified staff assigned to SIS-CIA, including shared or matrixed staff whose responsibilities may span multiple departments, in coordination with other directors.
  • Ensure adherence to fiscal guidelines and legal compliance across operational areas, while leading teams and region leaders to implement educational programmatic protocols effectively
  • Oversee the development of procedures and policies for the effective administration of SIS-CIA
  • Lead and oversee the review, purchase, and implementation of quality, materials, programs, and software that support the department, IU, and region, as related to Curriculum, Instruction, and Assessment
  • Facilitate and support instructional leaders and staff members in analyzing and using data to drive instruction
  • Complete all grant reporting, data-input, and documentation pertaining to programs with accuracy and compliance with timelines.
