Salary: Full‑time, twelve‑month position at 232 days with a minimum annual salary of $73,132.00. This is a grant‑funded position; continued employment is contingent upon grant renewal.

Job Summary (Primary Purpose)

The Program Manager in the Leadership Initiatives Department oversees the implementation of the Local Classroom Reviews Grant and the District‑Wide Classroom Reviews Grant. This role designs and delivers training on the Classroom Review process to Education Service Centers and approved vendors statewide, provides technical assistance to the Texas Education Agency’s Division of District Strategic Leadership, and leads logistical coordination and fiscal oversight for both grants.

Required Qualifications (Education/Certificates)
  • Bachelor’s Degree from an accredited college or university
  • Minimum of 3 years’ experience in project management or school leadership
  • Thorough knowledge of adult learning principles and effective professional development strategies for educators
Preferred Qualifications (Education/Certificates)
  • Experience or knowledge of Texas Instructional Leadership (TIL), High Quality Instructional Materials (HQIM), and/or Research Based Instructional Strategies (RBIS)
  • Understanding of best practices for adult learners (presentation and facilitation)
Knowledge and Skills
  • Excellent presentation skills and facilitation strategies for adult professional development
  • Excellent organizational skills
  • Excellent project management skills, with the ability to oversee and organize multiple program components simultaneously
  • Experience in working collaboratively and maintaining effective relationships with internal staff and external partners
  • Ability to work in a deadline‑conscious, results‑driven environment
Major

Job Responsibilities / Essential Functions
  • Serve as a representative of ESC Region 13, displaying courtesy, tact, consideration, and discretion in all interactions with the educational community and the public
  • Contribute to continuous improvement of Local Classroom Review training by participating in content design, collaborating with the Texas Education Agency (TEA), and engaging in run‑through sessions prior to vendor rollout
  • Facilitate Local Classroom Review training sessions for ESCs, approved vendors, TEA staff, and other stakeholders, delivering dedicated sessions multiple times throughout the year
  • Co‑facilitate semi‑annual trainings in partnership with the Center for Effective Schools and the Center for Effective Districts, including collaborative design and pre‑launch practice sessions with TEA
  • Lead training for newly identified Classroom Reviewers at Education Service Centers during designated annual training windows
  • Develop and manage comprehensive project plans in Smartsheet, outlining key milestones and detailed action steps to ensure timely and successful implementation
  • Coordinate logistics for in‑person and virtual events, including venue selection, registration management, agenda development, scheduling, and creation of supporting tools and trackers
  • Design and implement a statewide certification tracking system for certified classroom reviewers
  • Draft and manage contracts for approved vendors; provide monthly financial reporting and maintain an accessible dashboard detailing contract status and invoice amounts
  • Maintain clear and consistent communication with external vendors regarding billing, payment, and financial reporting
  • Perform other duties as assigned
Budget Responsibilities
  • Budget management and oversight for the associated grants
  • Monitor program and/or grant guidelines along with expenditures
  • Monthly budget reporting
  • Participate in budget planning meetings as needed
  • Allocate expenditures to the correct accounts according to departmental procedures

  • Work in a fast‑paced, team‑focused in‑person office environment
