Bilingual Workforce Manager

Surge Staffing is seeking a Bilingual Workforce Manager (English and Spanish) to oversee staffing operations and workforce management for a major client. This role is ideal for a motivated staffing, recruiting, customer service, or operations professional who thrives in a fast-paced environment and enjoys building strong relationships with both clients and employees.

The Bilingual Workforce Manager is responsible for delivering exceptional customer service, managing temporary employees, coordinating staffing needs, supporting business development, and ensuring the successful day-to-day operation of the client account. , highly organized, solutions-oriented, and comfortable managing multiple priorities in a deadline-driven environment.

Key Responsibilities
  • Partner with clients to understand staffing needs and provide qualified, reliable talent.
  • Manage the recruiting, scheduling, onboarding, orientation, and placement of temporary employees.
  • Match employee skills and experience with client requirements to ensure quality placements.
  • Build and maintain strong client relationships through consistent communication and exceptional customer service.
  • Conduct client meetings, follow up on staffing needs, and proactively address concerns or service issues.
  • Support business development through skill-sourcing calls, client outreach, sales presentations, and identifying additional staffing opportunities.
  • Present and promote available workforce solutions, including HR services, payroll, assessments, training, and other staffing services.
  • Monitor employee attendance, performance, productivity, and quality standards.
  • Coach, counsel, and recognize temporary employees to encourage engagement, retention, and job satisfaction.
  • Implement client-specific recruiting, training, orientation, recognition, and retention programs.
  • Maintain accurate employee and client records, staffing reports, and sales/service activity reports.
  • Review and reconcile invoices and assist with account profitability and collections as needed.
  • Address employee and client issues promptly and professionally.
  • Assist with unemployment and workers’ compensation claims when needed.
  • Coordinate with staffing vendors and support vendor management programs as required.
  • Supervise and provide guidance to Workforce Staffing Specialists and Workforce Supervisors as needed.
  • Step in to perform staffing, recruiting, supervisory, and workforce management duties when necessary.
  • Follow all company policies, procedures, and quality standards.
  • Perform other duties as needed to support successful staffing operations.
Qualifications
  • Bilingual in English and Spanish required — must be able to speak, read, and write in both languages.
  • High school diploma required; bachelor’s degree or equivalent business experience preferred.
  • 1–2 years of supervisory experience or 3–5 years of experience in staffing, recruiting, customer service, sales, or a related industry.
  • Previous staffing, branch management, workforce management, or supervisory experience preferred.
  • Business development and sales experience, including cold calling, presentations, client relationship management, negotiation, and closing.
  • Strong customer service, communication, presentation, and follow-up skills.
  • Strong listening, problem-solving, organizational, and leadership abilities.
  • Ability to manage multiple priorities and shift between tasks in a fast-paced environment.
  • Ability to work independently while collaborating effectively with a team.
  • Self-motivated with a strong sense of urgency and ability to meet deadlines.
