Primary Purpose

The Administrative Systems Analyst/Programmer (Personnel) will provide application and database support, assist in the design, development, and support of web-based software, and acquire data information systems. The incumbent will evaluate, recommend, and implement data procedures to improve the efficiency of operational information systems for the district.

Qualifications
  • Education:

    Bachelor’s degree in Computer Information Systems or Computer Science
  • Knowledge of programming techniques and system design
  • Experience with educational management software systems
  • Knowledge of database management and SQL language
  • Experience with Microsoft ASP.NET application development
  • Knowledge of Student Information Systems (SIS), ERP platforms, and educational data integration processes
  • Preferred:
    Experience with Skyward, PEIMS, assessment platforms, and educational accountability systems
  • Preferred:
    Knowledge of Human Resources data systems, employee record management, PEIMS coding, and TIA eligibility verification processes
  • Understanding of educator assignment coding, payroll integration, and state accountability reporting requirements
  • Ability to analyze and reconcile HR, payroll, assessment, and SIS data across multiple platforms to ensure reporting accuracy
  • Strong written and verbal communication skills to explain technical concepts to non‑technical stakeholders
  • Experience developing dashboards, automated reports, and data visualizations for operational and instructional decision making
  • Experience:

    Three years in computer use or related field; conducting computer training preferred
Major Responsibilities and Duties
  • Assist Human Resources in validating employee data, teacher assignments, certification records, and student‑teacher associations to ensure compliance with TIA and PEIMS requirements
  • Develop and maintain automated verification reports to identify discrepancies in staff records, teacher‑of‑record assignments, course sections, and campus coding related to TIA data capture
  • Collaborate with Curriculum & Instruction, Assessment, Human Resources, and Finance departments to ensure accuracy of educator effectiveness and student performance data
  • Support cross‑departmental audits between HR, Payroll, Assessment, and Curriculum departments to ensure accuracy and integrity of educator effectiveness and TIA‑related data
  • Coordinate with HR and district leadership to ensure timely correction of data inconsistencies impacting allotment generation, accountability reporting, and state submissions
  • Develop automated processes and data validation procedures for TIA, assessment, and accountability reporting
  • Manage and maintain integrations between Skyward, ERP systems, assessment platforms, payroll systems, and other Student Information Systems (SIS) utilized by the district
  • Generate reports and dashboards related to student growth, teacher performance metrics, allotment projections, staffing trends, and state accountability indicators
  • Assist with state and vendor data submissions, including validation processes related to TIA, PEIMS, assessment vendors, and accountability reporting
  • Communicate effectively with district personnel, campus administrators, and external vendors regarding data systems, timelines, troubleshooting, and implementation procedures
  • Train staff on proper data entry, roster verification, reporting procedures, and use of district information systems to ensure data integrity
  • Monitor and maintain data accuracy across multiple platforms including Skyward, assessment systems, payroll systems, ERP platforms, and web‑based applications
  • Assist in the implementation of new district initiatives requiring integration of student, staff, financial, and assessment data systems
  • Other related duties as assigned
Working Conditions
