Job Summary
The Accountant performs professional accounting work in support of the agency’s financial operations, including maintaining and reconciling accounts, preparing financial reports, processing transactions, and supporting budget and audit activities. Working under general direction, the position applies accounting principles, state financial policies, and agency procedures to ensure accurate financial reporting, timely processing of expenditures and revenues, and compliance with applicable laws and regulations.
This position also supports Financial Services and Royalty Compliance by reviewing royalty compliance payment entries for accuracy, completeness, and proper documentation before final processing or posting.
- Bachelor’s Degree in Accounting, Finance, Business, or a closely related field.
- One (1) year of professional accounting experience involving financial recordkeeping, reconciliations, reporting, or analysis.
- An equivalent combination of education and experience may be considered, substituting one year of qualifying professional accounting experience for each year of required education.
- Experience reviewing financial entries for accuracy, completeness, coding, and supporting documentation.
- Intermediate Excel skills, including sorting, filtering, reconciliations, and basic data comparison.
- Experience with oil and gas accounting, royalty payments, revenue accounting, production revenue, lease payments, or similar financial transaction review.
- Familiarity with oil and gas terminology, operator/payor remittance information, royalty payment documentation, or mineral revenue records.
- Accounting Operations & Recordkeeping:
Maintain assigned general ledger and subsidiary accounts. Prepare and post journal entries, reconcile accounts, monitor expenditures and revenues, and ensure transactions, including assigned royalty-related payment entries, are accurately recorded in accordance with state policies and agency procedures. - Financial Reporting & Analysis:
Prepare financial, expenditure, revenue, and statistical reports. Review and analyze financial data, including revenue and expense activity, to support funding determinations, monthly reporting, royalty-related payment review, and operational decision-making. - Disbursements & Claims Processing:
Review, audit, and process claims, vouchers, travel reimbursements, and other fiscal documents for payment. Utilize the agency purchasing card (P-Card) program in compliance with all State of Oklahoma and agency policies. - Month-End Close & Distributions:
Reconcile revenues and expenditures at month end and assist with closing activities. Support preparation of monthly distributions to common schools and colleges and resolve discrepancies as needed. - Budget Support:
Assist with budget work programs, revisions, and monitoring of account activity. Compile and review data to support budget preparation and expenditure control. - Audit Support & Compliance:
Assist with internal and external audit requests by preparing documentation, schedules, and reconciliations. Respond to audit inquiries and support corrective actions as directed. - Systems & Data Management:
Utilize financial systems and standard office applications, including Excel and enterprise accounting systems, to maintain accurate records and support reporting and analysis. - Royalty Compliance Payment Review Support:
Review royalty compliance payment entries for accuracy, completeness, proper coding, and supporting documentation.
- Technical Accounting Proficiency:
Demonstrates working knowledge of GAAP, governmental accounting standards, fund accounting, and state financial requirements. Applies accounting principles accurately in journal entries, reconciliations, reporting, and transaction review. - Internal Controls & Compliance Awareness:
Understands and applies internal control procedures to safeguard public funds. Identifies discrepancies and ensures compliance with state laws, administrative rules, and agency policies. - Financial Analysis & Reconciliation
