The Finance, Governance and Capital Policy Branch within the Financial and Capital Planning Services Division of the Ministry of Education and Childcare provides strategic leadership in financial oversight, capital planning, and policy development. The branch supports effective stewardship of public resources by establishing governance frameworks, guiding capital investments, and ensuring compliance with provincial priorities. Through collaboration with stakeholders, it enables informed decision-making and promotes accountability, transparency, and sustainability across the education and childcare system in Alberta.

Reporting to the Manager, Analytics and Integration, the Senior Data and Systems Specialist leads complex data analytics, modelling, and policy-support initiatives that inform capital planning decisions across the education system. This role provides technical leadership in data management, statistical analysis, and the development of tools and frameworks to support strategic investment in Alberta’s school infrastructure.
This Specialist role actions the responsibilities listed below:- Lead qualitative and quantitative analysis to inform school capital policy and planning decisions.
- Develop and maintain statistical, financial, and demographic models to support capital prioritization.
- Design and implement evaluation and prioritization frameworks for data-driven decision-making.
- Lead cross-ministry data initiatives and coordinate stakeholder data integration efforts.
- Develop and oversee data management, governance, and data assurance processes.
- Design and implement data warehousing, reporting tools, and dashboards to support business needs.
- Provide expert advice and briefing materials to senior leadership and executive decision-makers.
- Lead development of enrolment projections and methodologies to support capital planning.
- Conduct environmental scans and analyze trends to identify risks, opportunities, and emerging issues.
- Establish and maintain collaborative relationships with ministries, school jurisdictions, and stakeholders.
- Support program delivery by providing analytical, technical, and strategic advice aligned with ministry priorities.

Bachelor’s degree in Business, Economics, Engineering, Science, or a related field plus 4 years progressively responsible related experience; or equivalent as described below.
Required- Experience in data analysis, statistical modelling, and research within a policy or program environment.
- Strong analytical skills with the ability to translate complex data into actionable insights.
- Experience with programming or data tools such as Python, SQL, R, or similar.
- Experience working with data tools such as Microsoft Excel and/or similar platforms.
- Ability to collaborate with stakeholders and provide advice to senior leadership.
- Knowledge of Government of Alberta capital planning processes, education infrastructure, or related policies.
- Experience with data warehousing, data governance, and reporting solutions.
