The Position

HSAA is seeking a Senior Manager, Health Economics to lead a high-impact health economics and workforce analytics function that informs organizational strategy, collective bargaining, advocacy, and government relations within Alberta’s publicly funded health system.

This is a strategic leadership role operating with a high degree of autonomy and accountability. You will lead the Economics and Research function and manage a small specialized team responsible for producing high-quality, actionable insights that support decision-making across the organization.

In addition to leading the function, this role plays a central role in collective bargaining for HSAA employees, supported by a team that provides real-time economic and workforce analysis, informs negotiation strategy, and contributes to mandate execution in active bargaining environments.

You will work across Alberta’s health system—engaging with Alberta Health, Alberta Health Services (AHS), provincial agencies, and other partners—to translate complex economic, labour market, and workforce data into clear insights that inform strategy, bargaining, and system-level discussions.

As HSAA’s lead in health economics, you will set analytical direction, establish priorities, and ensure the delivery of trusted, decision-ready insights that support executive leadership and the Board of Directors. While the role leads a small team, its impact extends across HSAA and into Alberta’s broader health system.

Key Responsibilities Include But Not Limited To
  • Lead HSAA’s health economics and workforce analytics function, overseeing delivery of high-quality analysis and managing a small team through priority setting, workload management, coaching, and performance development.
  • Develop and maintain analytical frameworks, datasets, and tools to support consistent interpretation of workforce, labour market, compensation, and health system trends.
  • Produce targeted analysis, modelling, and scenario planning on workforce sustainability, compensation structures, and labour market conditions to support bargaining and strategic priorities.
  • Prepare briefing materials and real-time analytical support for collective bargaining, including negotiation planning, mandate development, and live bargaining discussions.
  • Coordinate delivery of economics and research outputs while partnering with internal stakeholders to ensure analysis is effectively understood, applied, and embedded in decision-making.
What You Bring

You are a seasoned health economist or workforce analytics professional with experience working in complex health systems. You are comfortable working with incomplete or evolving data and translating it into clear, actionable insights that support high-stakes decisions.

You bring strong analytical judgment and independence in approach, with the ability to develop frameworks and methods where standard approaches do not exist. You are also an experienced people leader who can coach, guide, and develop a small team while maintaining high standards of delivery.

You communicate complex information clearly and confidently, and can influence senior leaders as well as contribute effectively in bargaining and system-level discussions.
