Contract: Approximately 1,805.25 hours, with potential extension up to 12 months

Maximum Rate: $100–$110 CAD/hour

Position OverviewThe Government of Alberta is seeking a Senior Organizational Change Manager to lead organizational change management and business readiness activities for the Consumer Licensing Enquiry Online (CLEO) modernization initiative.
The successful candidate will be responsible for developing and executing change management strategies that support organizational, business process, technology, and AI-enabled changes. The role will focus on stakeholder engagement, communications, training, adoption, business readiness, deployment readiness, and transition to operations.
The Senior Organizational Change Manager will work closely with the Service Owner, Project Manager, business leadership, technical teams, operational stakeholders, and vendors to ensure successful implementation, adoption, and sustained use of CLEO.
Key ResponsibilitiesOrganizational Change & Business Readiness
Develop, maintain, and execute an integrated Organizational Change Management and Business Readiness strategy.
Conduct change impact assessments across business processes, roles, services, technologies, and operational practices.
Develop business readiness plans, assessments, schedules, metrics, and reporting mechanisms.
Identify and manage change-related risks, issues, dependencies, resistance factors, and mitigation strategies.
Align OCM activities with project milestones, releases, deployment plans, and governance requirements.
Identify and assess stakeholder groups impacted by the CLEO modernization.
Develop and implement stakeholder engagement strategies.
Assess stakeholder readiness and monitor organizational preparedness throughout the project lifecycle.
Build and maintain effective relationships with executives, management, program sponsors, business representatives, SMEs, and end users.
Support leaders and impacted teams through organizational and technology-enabled change.
Develop and execute comprehensive communications and engagement strategies.
Create and maintain newsletters, FAQs, user guides, presentations, key messages, stakeholder briefings, implementation updates, and knowledge resources.
Deliver communications and presentations to various organizational levels, including executive leadership and project stakeholders.
Monitor stakeholder feedback, engagement, and communication effectiveness.
Coordinate communications with project milestones, releases, and business readiness activities.
Develop and maintain a comprehensive training strategy aligned with business processes and solution functionality.
Oversee the development of training materials, user guides, quick reference guides, job aids, process documentation, FAQs, and knowledge articles.
Coordinate training planning, scheduling, logistics, and delivery.
Facilitate or support workshops, demonstrations, training sessions, and knowledge-transfer activities.
Establish mechanisms to measure training effectiveness and user readiness.
Develop strategies to support user adoption and sustained operational use of CLEO.
Identify organizational barriers, stakeholder concerns, and resistance to change.
