- Support the design and delivery of enterprise programs that enhance craft workforce engagement, satisfaction, and overall experience.
- Partner with regional and district teams to identify, share, and implement best practices that drive consistent and effective HR practices.
- Collaborate with corporate and business leaders to support total rewards strategies aligned to PCL’s philosophy and adaptable to project and regional needs.
- Benchmark compensation and rewards against market competitors and provide recommendations to maintain competitiveness.
- Work with districts to understand recruitment challenges and develop forward‑looking recruitment strategies, systems, and efficiencies that strengthen employer branding for skilled craft talent.
- Drive clarity, alignment, and consistent application of workforce‑related policies, standards, and processes across the enterprise.
- Promote effective use of workforce systems and continuously identify opportunities to strengthen future workforce readiness.
- Analyze workforce metrics (e.g., turnover, retention, engagement, workforce movement) to identify trends, risks, and opportunities.
- Prepare clear, data‑driven insights and reports to support leadership decision‑making and continuous improvement.
- Serve as a trusted advisor to district and project teams, supporting workforce planning, training, career development, and diversity and inclusion initiatives.
Qualifications
- Post secondary degree or diploma in Human Resources, Business Administration, or a related field; an equivalent combination of education and experience will be considered.
- 5–7 years of progressive HR experience, ideally including experience supporting the craft workforce, or decentralized operational teams.
- Construction industry or related sector experience is required; experience in a large or global organization is an asset.
- Demonstrated ability to influence, fostering alignment and shared approaches across diverse stakeholders.
- Exceptional critical thinking and analytical skills, with the ability to interpret workforce data, identify trends, and translate insights into practical recommendations.
- Proven experience developing or aligning HR practices, programs, or processes in a matrix environment.
- Proven ability to build strong, trusting relationships and collaborate with district teams to co create workable solutions.
- Strong communication and facilitation skills, able to simplify complex concepts and support shared understanding across districts and sectors.
- Ability to balance enterprise consistency with district realities, ensuring solutions are both effective and adaptable.
