Role Responsibilities

Reporting to the Director, Procurement Strategy and Planning, the Manager, Procurement leads the development and oversight of consistent, compliant, and effective procurement practices across the department’s horizontal infrastructure portfolio. The role aligns procurement strategy and policy with operational needs, manages risk, and promotes fair, transparent, and value-for-money outcomes.

The Manager, Procurement provides expert advice and guidance on procurement and contract matters, interpreting legislation, regulations, and procurement practices to support compliant and effective outcomes. The role also advises project teams and stakeholders on procurement procedures, contract law, and contract administration.

The core outcomes are:

  • Strategic Procurement Leadership and Transformation
    :
    Leads enterprise procurement strategy and transformation initiatives for the Ministry to modernize procurement delivery models, improve consistency and efficiency, and align procurement practices with government-wide reforms and ministry strategic priorities.
  • Governance, Policy Integrity, and Risk Management
    :
    Establishes and maintains enterprise procurement governance frameworks and policy oversight to ensure procurement activities are lawful, defensible, consistent, and aligned with legislation, regulation, GoA directives, and ministerial policy, while minimizing legal, financial, and reputational risk.
  • Enterprise Procurement Frameworks, Templates, and Contract Management Standards
    :
    Defines and sustains standardized enterprise procurement and contract management frameworks to enable consistent, transparent, and effective procurement and contract life-cycle management across the Ministry and, where appropriate, other jurisdictions.
  • Senior Procurement Advisory Leadership and Stakeholder Engagement
    :
    Provides senior level procurement advisory services and stakeholder engagement to enable compliant, effective procurement outcomes while strengthening procurement literacy, confidence, and informed decision making across the organization.
  • Procurement Authority, Compliance, and Organizational Accountability
    :
    Exercises delegated procurement authority and ensures oversight of procurement, evaluation, and award processes to safeguard the Ministry against legal, financial, and reputational risk and ensure all procurements are conducted fairly, transparently, and in accordance with policy and trade obligations.
  • Capability Building, Performance Management, and Continuous Improvement
    :
    Builds organizational procurement capability and drives performance management, knowledge governance, and continuous improvement to sustain long-term strategic procurement capability, strengthen compliance, and ensure procurement frameworks remain current, efficient, and aligned…
